MINUTES
Regular Meeting Date: March 19, 2004; 1:00 p.m.

1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:07 p.m.
Present: Chairperson Vance, Vice Chairperson King, Commissioners Harp, De
Vinne, Pike and Tillotson.
Also
Present: Recreation Superintendent Miller and Management Analyst Stauffer.

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting February 20, 2004.
COMMISSIONER HARP MOVED, VICE CHAIRPERSON KING SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, FEBRUARY 20, 2004. MOTION
CARRIED 6-0.
6. PRESENTATION
A. Welcome and Introduction of New and Current Commissioners.
Chairperson Vance welcomed the new Commissioners and requested that each
Commissioner, both recently appointed and returning, introduce themselves and
give a brief personal history.
B. Presentation of Senior Services Information Video.
Recreation Superintendent Miller provided a brief background on the creation of
the Senior Information Video by the Senior Citizen Commission, noting that the
video would be used as a promotional tool, to inform seniors and the public
regarding the services and programs available in the City.
The video was well received by the Commission and the audience.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Miller referred the Commission to the report for
February and noted four new clients. She distributed a listing of various sites
where Project C.A.R.E. brochures and the Senior Services Directory were
available. She also noted that the upcoming City Council meeting to be held
March 24, would address CDBG funds available for Project C.A.R.E. and noted
that the Chairperson typically attends and expresses support for the program.
She cited some recent figures for Project C.A.R.E. – the City has a senior
population of approximately 10,000 with 482 participating in the Project C.A.R.E.
Program, which includes 72% women and 28% men.
B. Status Report on the Senior Center at Oakcrest Park.
Senior Center Manager Goodsell provided a brief update on happenings at the
Senior Center and distributed flyers on several senior programs being offered. She
also reported on the Meals on Wheels Program noting that the program had been
operating in Encinitas for 26 years and currently provided service to 50 seniors, at
two meals a day, for a total of 100 meals per day to seniors ranging in age from 60
to 102 years old.
Chairperson Vance requested information on making a donation specifically to the
Encinitas Meals on Wheels Program.
Senior Center Manager Goodsell recommended that anyone interested in donating
to the City of Encinitas program call the Meals on Wheels office in San Marcos for
information on the process. She also noted the success of the Out & About Program
currently working with 11 drivers serving 17 passengers, however, drivers are still
needed, as 9 passengers are on the waiting list. She advised that a Boomer
Basketball League for 50+ years and up was currently being formed and a Senior
Dance was scheduled for 2 p.m. March 19, 2004.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information,
Transportation Review, Senior Housing Review and Representative
Reports).
Outreach –
No report.
Transportation –
Vice Chairperson King noted that the Out & About Program was
moving forward. He also noted that the Senior Citizen Commission was
responsible, along with staff and City Council members, for the NCTD (North
County Transit District) providing bus service to the Center.
Senior Housing –
Chairperson Vance advised he was researching affordable
housing issues, and also noted that the senior housing project on Via Cantebria
which is under construction, would provide low income housing for seniors.
Council Contact –
None.
Nutrition Site Council –
No report.
Senior Foundation Review –
Commissioner Harp advised that the Follies were a
great success and raised $7700. The Foundation is interested in helping purchase
a scanner for the Senior Center Computer room.
D. Status Report on 2004 Senior Information Fair.
Recreation Superintendent Miller provided a brief update on the Fair and noted the
variety of vendors, which include health, educational, transportation, housing,
recreation, etc. She also noted the dance to be held in conjunction with the Fair,
distributed Fair flyers and raffle request letters.
E. Review of Senior Survey Results.
Recreation Superintendent Miller reviewed survey information, which included
statistics from the 2000 census and survey results from last year’s Senior
Information Fair. A handout was distributed. She noted that individuals 55 years
and older were 18.3% of the Encinitas population, which is a 3% increase over ten
years from the 1990 census to the 2000 census. The statistics all show the trend of
an increase in baby boomers approaching 55-59 years old. It was determined a
final survey will be compiled after the upcoming May, 2004 Senior Information Fair
survey.
Commissioner Harp suggested the possibility of a Senior Center Website with a link
to the City Website. Commissioners Harp and Tillotson wanted to meet with the City
Web Master. Recreation Superintendent Miller will arrange an appointment for her
and Commissioners.
8. NEW BUSINESS
A. Review and Input on Senior Issues.
Recreation Superintendent Miller requested comments and/or questions from the
audience.
Various members of the audience thanked the Commission for all they do and
appreciated being able to attend the meeting and be informed. No major concerns
were expressed.
Resident Barbara Roodhuyzen addressed the Commission and stated she was a
caseworker for years and would love to provide service for Encinitas.
Dr. Dhruv Dlaups, Vice Chairperson, Poway Senior Center expressed his interest in
participating on the Encinitas Senior Commission some day as a new resident of
Encinitas.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Tillotson commented on upcoming Holiday Potlucks at Encinitas
Seaside Church.
Commissioner Harp thanked the audience for attending this meeting.
Chairperson Vance thanked the Commission and audience members for their
participation today.
B. Staff
Recreation Superintendent Miller distributed flyers on the upcoming County of San
Diego Aging Summit in April, a Commission contact list and an updated Parks and
Recreation Department organizational chart.
