2004-02-20 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: February 20, 2004; 1:00 p.m. City Council Chambers 1. CALL TO ORDER/ROLL CALL Vice Chairperson King called the meeting to order at 1:00 p.m. Present: Vice Chairperson King, Commissioners Harp, Hentz and Tillotson. Also Present: Senior Management Analyst Hazeltine and Administrative Secretary Dakovich. Absent: Chairperson Vance and Recreation Superintendent Miller. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA Senior Management Analyst Hazeltine suggested that Agenda Item 7F be moved to the March meeting. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting January 23, 2004. COMMISSIONER HARP MOVED, COMMISSIONER HENTZ SECONDED TO APPROVE MINUTES OF REGULAR MEETING, JANUARY 23, 2004. MOTION CARRIED 4-0. 6. PRESENTATION None. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Senior Management Analyst Hazeltine referred the Commission to the February Project C.A.R.E. report, and noted four new clients. 1 Vice Chairperson King asked if the majority of the Project C.A.R.E. participants were women. Senior Management Analyst Hazeltine advised that information would be researched and made available at the next meeting. B. Status Report on the Senior Center at Oakcrest Park. Senior Management Analyst Hazeltine noted the upcoming Boomer’s Basketball League for 50+, and the Volunteer Appreciation event for volunteers at the Center being planned by Senior Center Manager Goodsell. He also advised that Aging & Independence Services (A.I.S.) was developing an ID process with scanner, to be used for participants in the Nutrition Program, to assist in tracking meals served. He also noted the pathway being created off Balour Drive near the bus stop to access the Community and Senior Center and advised the pathway was an Eagle Scout project. C. Update Report on Ad Hoc Sub-Committees (Outreach Information, Transportation Review, Senior Housing Review and Representative Reports). Outreach – Commissioner Hentz noted the March Senior Commission meeting will be held at the Senior Center. Commission Tillotson suggested publicizing the meeting at the Senior Center. Transportation – Vice Chairperson King noted that Gail Dupler, Project C.A.R.E./Transportation Coordinator at the Senior Center was doing a great job with the Out and About Transportation program. Senior Housing – Vice Chairperson King advised that construction of the senior housing project on Via Cantebria would include 20+ units and suggested that Carltas Company, project manager, be contacted with any questions regarding size, cost, availability, etc. Senior Management Analyst Hazeltine advised he would research size, cost, and availability and have information available at the March Commission meeting. Council Contact – None. Nutrition Site Council – Commissioner Hentz advised that the Senior Center could increase the number of participants for senior lunches being served and noted that staff is preparing a marketing plan to encourage senior citizens to attend this program. Senior Foundation Review – Commissioner Harp advised the Follies were a great success, the program was sold out and raised $6,000. He also noted that Mayor Houlihan was the only Council Member to attend the program. 2 D. Status Report on Senior Commission Appointments Senior Management Analyst Hazeltine advised that Commission applicants were interviewed by City Council on February 11, and appointments would be made on March 3, 2004. Commissioner Harp advised that he was the only candidate for the Senior Commission to attend the Council meeting and be interviewed by Council members. Commissioner Tillotson advised that the information she received last year as an applicant for the Senior Commission, did not fully explain the process and she missed the first meeting interview, however, did make the second meeting and was appointed. Commissioner Harp questioned if the other applicants would still be interested in participating on the Commission. Senior Management Analyst Hazeltine advised that one applicant had pulled her application and another was ill and unable to attend the Council meeting on February 11. He had no information on the status of the remaining applicants. D. Status Report on 2004 Senior Information Fair. Senior Management Analyst Hazeltine welcomed Recreation Supervisor Pacheco who will present a brief update on the 2004 Senior Information Fair. Recreation Supervisor Pacheco distributed two flyers to the Commission and requested their input. IN CONSENSUS, THE COMMISSION SELECTED THE RECENT VERSION FOR THE 2004 SENIOR INFORMATION FAIR. Vice Chairperson King requested that staff provide him with flyers in Spanish advertising the Fair, which he will distribute at various locations. Recreation Supervisor Pacheco also advised he was preparing a raffle letter and form, along with a list of businesses that might contribute to the raffle. Vice Chairperson King asked how many raffle prizes were needed. Recreation Supervisor Pacheco advised he would research and have information available at the March meeting. Commissioner Harp suggested that raffle prizes could be paired, to keep the raffle timely. Recreation Supervisor Pacheco confirmed that raffle letters and flyers would be ready and available at the March meeting. 3 Vice Chairperson King noted costs involved with the Fair and asked if booth fees covered these expenses. Senior Management Analyst Hazeltine advised that booth fees pay for some costs, and that City Council supported additional funding provided by the City for the event. Commissioner Hentz asked if the Fair would cost approximately the same as last year. Recreation Supervisor Pacheco responded yes, approximately the same costs as last year. F. Review of Senior Survey Results. Vice Chairperson King advised this item would be heard at the March meeting. 8. NEW BUSINESS A. Review of Senior Services Directory. Senior Management Analyst Hazeltine distributed Senior Services Directories to each Commissioner and asked them to review the information provided in the Directory and suggest any changes or additions. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Tillotson advised that through her participation in the Encinitas Seaside Church ministry she had been made aware of the need for affordable senior housing. She distributed an article on a shared housing program in Poway. Commissioner Harp suggested that the Senior Services Directory be made available to local churches. He also requested information on distribution sites for the Directory. Senior Management Analyst Hazeltine advised staff would provide a distribution list for the Directory at the March meeting. Commissioner Hentz advised that citizens visiting the Senior Center request information on shared housing. She noted this would be her last Commission meeting and thanked Commissioners for the opportunity to be part of the Senior Citizen Commission. Vice Chairperson King suggested that Commissioner Hentz receive recognition for her service at the March or April Commission meeting. IN CONSENSUS, THE COMMISSION AGREED TO RECOGNIZE COMMISSIONER HENTZ AT THE APRIL MEETING. (3-0). 4 B. Staff Senior Management Analyst Hazeltine distributed list of Commission meetings through June for Commissioner information. 10. ADJOURNMENT A.
