2004-04-16 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: April 16, 2004; 1:00 p.m. City Council Chambers 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:00 p.m. Present: Chairperson Vance, Vice Chairperson King, Commissioners Harp, De Vinne, Pike and Tillotson. Also Present: Recreation Superintendent Miller and Program Assistant II Burgess 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting March 19, 2004. COMMISSIONER HARP MOVED, COMMISSIONER TILLOTSON SECONDED TO APPROVE MINUTES OF REGULAR MEETING, MARCH 19, 2004. MOTION CARRIED 6-0. 6. PRESENTATION A. Recognition of Outgoing Commissioner Tometta Hentz. Recreation Superintendent Miller presented Tometta Hentz with a plaque honoring her service to the Senior Commission, as well as her ongoing volunteer work at the Senior Center. Commissioners thanked her for her enthusiasm and expressed how much they had enjoyed working with her. They all noted how much she would be missed. Tometta Hentz thanked the Commission for their thoughts and the plaque and noted she had enjoyed working with them. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Miller referred the Commission to the report for March and noted eight new clients. She also advised that Project C.A.R.E. Coordinator Dupler had placed ads in the local Coast News noting the services provided through Project C.A.R.E. She further noted that, historically, many future clients register for the Project C.A.R.E. services at the Senior Information Fair scheduled this year on May 20. B. Status Report on Senior Center at Oakcrest Park. Recreation Superintendent Miller advised that the Aging Independence Services (A.I.S.) staff had audited and passed the Senior Center nutrition program. She also advised the Senior Center Out and About Program is recruiting drivers and the Senior Dances are being well attended. She also reviewed highlights from the recent Volunteer Recognition Party held April 14, 2004. She noted that Commissioner Harp would help MC the upcoming Intergenerational event “Evening of Stars” to be held June 4. She further advised that the new Senior Directory was available and distributed a list of sites where the directory would be available to the public. C. Update Report on Ad Hoc Sub-Committees (Outreach Information, Transportation Review, Senior Housing Review and Representative Reports). Chairperson Vance advised that Senior Citizen Commission Ad Hoc Subcommittee appointments would be made at the May meeting. Outreach – Commissioner Tillotson reported she was able to share information regarding Project C.A.R.E. and the Senior Center at a recent Federal employee’s luncheon. Recreation Superintendent Miller requested the Commission research and suggest various sites where senior citizen literature could be distributed. Chairperson Vance asked if the City GIS Department was able to print out graphics to show where the majority of the senior population is located. Senior Housing – Recreation Superintendent Miller advised she had received information on the Cantebria Senior Homes, which she distributed to the Commission. Chairperson Vance advised the facility, Cantebria Senior Homes, would contain 43 units and a meeting would be held next week to discuss sign-up dates for interested seniors. Vice Chairperson King advised Mercy Housing had approximately fifteen similar senior housing projects throughout the state. Senior Foundation Review – Commissioner Harp advised that the Foundation is interested in purchasing a new scanner for the Senior Center computer lab within the next 2-3 weeks and will also meet to discuss with the Center Manager alternative computer software for the Center that can help with instructions. Transportation – Commissioner Harp suggested the Senior Center contact him regarding shuttle service needs for the Senior Fair and if financial assistance is needed again for the Senior Fair. Council Contact – None. Nutrition Site Council – No report. D. Status Report on 2004 Senior Information Fair. Recreation Superintendent Miller provided a brief update on the Fair and noted the great response from exhibitors. She also reviewed the activities scheduled for the event, and the Commissioner event assignments. She noted that all Commission members need to meet at the Center on May 20, 7:30-8:00 a.m. to assist with decorating, Vice Chairperson King will be the Fair greeter, with Commissioners Harp and Pike manning the Senior Citizen Commission booth from 9:30-10:45 a.m. and Commissioners De Vinne and Tillotson at the booth from 10:45 a.m. to 12:30 p.m. She also noted that donations would be coming from Potato Shack, Midas Muffler, NCTD, Olsen Car Wash, Marie Callendar, Dairy Queen, Trader Joes, David Bernatz, etc. Vice Chairperson King suggested providing North County Transit District (NCTD) passes for senior use. She handed out Senior Information Fair flyers to the Commissioners for their distribution and advised the flyer would be included in the current Golden Years Gazette (distribution-600). 8. NEW BUSINESS A. Review of Future Senior Surveys. Recreation Superintendent Miller suggested that survey information from the Senior Information Fair be coordinated and presented to City Council in the near future. She also requested that Commissioners review the survey for any additions or deletions and report changes to her office within the next week. Commissioner Harp requested information on the possibility of a Senior Center Web site. Recreation Superintendent Miller noted that after researching this request with the City IT Department, she was advised that the Commission site was incorporated within the City’s web site and could not be maintained as a separate entity. Commissioner Tillotson requested information on the upcoming dark Friday dates. Staff stated a meeting schedule will be passed out under staff announcements. B. Nomination and Election of Commission Chairperson and Vice Chairperson. Recreation Superintendent Miller reviewed the agenda report. Chairperson Vance requested nominations for Chairperson. Vice Chairperson King nominated Chairperson Vance for Chairperson and the nomination was seconded by Commissioner Tillotson. There were no other nominations. Commissioner Harp nominated Vice Chairperson King for Vice Chairperson and the nomination was seconded by Commissioner Tillotson. There were no other nominations. Chairperson Vance called for the vote. Both nominees - Chairperson Vance and Vice Chairperson King were elected unanimously. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Harp advised the recent Encinitas Follies netted $8,000 in revenue. He also advised he would not be able to attend the May 28 Commission meeting. Chairperson Vance had several questions about the utilization of the Senior Center –is the Center usage reaching capacity; is there room to expand; is parking lot fully utilized? Vice Chairperson King advised he had attended the recent City Council meeting where CDBG funding was addressed and noted the grant funding for Project C.A.R.E. was approved. C. Staff Recreation Superintendent Miller advised that Commission vacancy applications (1 vacancy) are available and on May 26 City Council will announce appointments. June 25 will be the new Commissioner’s first meeting. She also passed out a proposed meeting calendar and noted several important dates: May 20 – Senior Information Fair; May 21 City Hall closed; May 28 Senior Commission meeting/Cottonwood Creek Park Ribbon Cutting Ceremony; July 16 regular Commission meeting – possible park tour; dark in August – no meeting. 10. ADJOURNMENT A. The meeting adjourned at 2:22 p.m. NEXT MEETING WILL BE HELD MAY 28, 2004 AT CITY HALL
