2005-10-28 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: October 28, 2005; 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Vice Chairperson King called the meeting to order at 1:10 p.m. Present: Vice Chairperson King, Commissioners De Vinne, Tillotson, Pike and Schorr. Also Present: Recreation Superintendent Miller, Senior Center Manager Goodsell, and Program Assistant Pfeil. Absent: Chairperson Vance and Commissioner Harp 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting September 16, 2005. COMMISSIONER SCHORR MOVED, COMMISSIONER TILLOTSON SECONDED TO APPROVE MINUTES OF REGULAR MEETING, SEPTEMBER 16, 2005. MOTION CARRIED 5-0. CHAIRPERSON VANCE ARRIVED AT 1:16PM 6. PRESENTATIONS A. Presentation on “Five Wishes” Health Declaration. Commissioner Tillotson presented a video outlining the program. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. 1 Recreation Superintendent Miller reviewed the Project C.A.R.E. statistical report for September and announced that Gloria Aronson attended the Solana Beach Health Fair and handed out various flyers. B. Status Report on Senior Center at Oakcrest Park. Senior Center Manager Goodsell provided copies of the November/December Golden Year’s Gazette and various program flyers. She presented statistics on the Out and About program and provided information on Senior Friends, the 211 information line, and the upcoming presentation on Social Security Reform held on nd Nov. 2. She also talked about the Chip into Charity fundraiser with the Buick Invitational Golf Tournament and the possibility of receiving a Beverly Foundation Award Grant due to the success of the Out and About Transportation Program. C. Update Report on Ad Hoc Sub-Committees. (Outreach Information, Transportation Review, Senior Housing Review and Representative Reports) Outreach – Commissioner Tillotson announced her upcoming presentation in November at the Bethlehem Lutheran Church for the Interfaith Seminar. Commissioner Pike suggested the possibility of changing the time of a future meeting to accommodate more participants. Senior Center Manager Goodsell stated room availability would need to be reviewed. Commissioner Devinne suggested separating a Senior Presentation from the Commission meeting in order to attract more participants as few seniors come for the meeting itself. This item will be further reviewed under the work plan agenda item. Transportation – Commissioner Schorr presented and reviewed the preliminary results of the senior transportation survey. A final report will be prepared and presented to the Commission in January on review of transportation findings and recommendations that will be forwarded to City Council in an informational report. Commissioner King passed out a packet prepared by staff on the NCTD bus routes. He also provided copies of the SANDAG transportation survey form. Recreation Superintendent Miller noted that she and Senior Center Goodsell had recently visited Del Mar regarding senior transportation shuttle programs and will compile information on other cities surveyed on their transportation programs. Senior Housing – Vice Chairperson King noted that he had spoke with Mayor Dalager and Council Member Guerin regarding future housing options and received positive feedback. 2 Council Contact – Commissioner King attended the Commissioner/Mayor breakfast. Encinitas Senior Foundation Review – No report. A.I.S. Review – Commissioner Pike provided an update on the recent A.I.S. meeting held in October and distributed the September meeting minutes. Senior Disaster Preparedness – Chairperson Vance announced the creation of the new Ad-Hoc Sub-committee concerning disaster preparedness for seniors. CHAIRPERSON VANCE MOVED, VICE CHAIRPERSON KING SECONDED TO CREATE THE SENIOR DISASTER PREPAREDNESS AD- HOC SUBCOMMITTEE WITH COMMISSIONER PIKE, COMMISSIONER DE VINNE, AND COMMISSIONER HARP. COMMISSIONER PIKE WILL CHAIR THE SUBCOMMITTEE. MOTION CARRIED 6-0. D. Review of Commission’s Work Plan. Superintendent Miller opened discussion on the Senior Work Plan described in Attachment A. It was discussed to add under Community Outreach “Outreach Subcommittee may host presentations on senior topics up to 3 times a year at the Senior Center and may hold up to 3 Senior Commission Meetings a year at the Senior Center”. BY CONSENSUS, THE COMMISSION APPROVED THE 2005-06 WORK PLAN AS AMMENDED. 8. NEW BUSINESS A. Discussion on Cancellation of November Senior Commission Meeting. COMMISSIONER PIKE MOVED, COMMISSIONER DEVINNE SECONDED TO CANCEL THE NOVEMBER MEETING. MOTION CARRIED 6-0. B. Discussion on Cancellation of December Senior Commission Meeting. COMMISSIONER PIKE MOVED, COMMISSIONER DEVINNE SECONDED TO CANCEL THE DECEMBER MEETING. MOTION CARRIED 6-0. C. Review and Input on Senior Issues from the public. None. 3 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Schorr expressed an interest in creating a database for area seniors that included addresses and phone numbers. Commissioner Tillotson announced that Seaside Church will be holding their third th annual Thanksgiving Potluck on November 24. Commissioner Devinne added that she had called various assisted living facilities regarding possible Outreach presentations. Commissioner Pike encouraged Commissioners to complete the SANDAG transportation survey and mail it soon. Vice Chairperson King expressed gratitude for the Five Wishes Presentation as well as the Out and About Program and other services provided by the Senior Center. B. Staff Recreation Superintendent Miller announced the upcoming Turkey Trail Trot event th. on November 6She handed out the Parks and Recreation Department’s trail maps that describes all of the City’s trails. She also reiterated the Christmas Parade rd will be held on December 3 and Vice Chairperson King will be coordinating with the other Commissioners on their entry. 10. ADJOURNMENT A.
