2005-05-27 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: May 27, 2005; 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:00 p.m. Present: Chairperson Vance, Vice Chairperson King, Commissioners De Vinne, Schorr, Tillotson and Harp. Also Present: Recreation Superintendent Miller and Administrative Support Coordinator Dakovich. Absent: Commissioner Pike. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS Lisa Attardo, representing the Senior Transition Advisory Group (STAG) – a group of local professionals dedicated to assisting the needs of seniors and their families by bringing years of experience and training in senior issues. She reviewed the resources currently available and future plans for the group, and requested an opportunity to be part of an upcoming agenda to provide additional information. Commissioner Schorr requested information on types of service providers. Lisa Attardo advised STAG has a diverse group of providers, and more are being added on a regular basis. Commissioner Harp asked how STAG is funded. Lisa Attardo advised that various businesses are funding this much needed service. Recreation Superintendent suggested that the Senior Transition Advisory Group (STAG) presentation be agendized for the Commission’s October meeting at the Senior Center. 4. CHANGES TO AGENDA None. 1 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting April 15, 2005. COMMISSIONER HARP MOVED, COMMISSIONER SCHORR SECONDED TO APPROVE MINUTES OF REGULAR MEETING, APRIL 15, 2005 WITH CORRECTION (PAGE 6 – PARAGRAPH 5 SHOULD READ SAN DIEGUITO INTERFAITH ASSOCIATION). MOTION CARRIED 6-0. 6. PRESENTATIONS None. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Supervisor Pacheco reviewed the Project C.A.R.E. statistical report for April, and noted the program was promoted at the Senior Information Fair. He also advised that A.I.S. was going to be updating the Project C.A.R.E. computer software program RUOK ?(Are you OK?) from DOS to Windows. B. Status Report on Senior Center at Oakcrest Park. Recreation Superintendent Miller advised that the third annual Intergenerational Recital will be held at the Community & Senior Center, June 3, with Commissioner Harp as MC and distributed flyers noting the theme “Come to the Hoedown.” She also advised the Bingo program operated by AARP was being cancelled due to small attendance. She further noted the June 24 Commission meeting to be held at the Center will feature a presentation on disaster preparedness. She noted the Senior Foundation will be acknowledged at the June 15 City Council meeting, for their recent donation of $3000 to the Senior Center Nutrition Program. She distributed the new brochure on Senior Center sponsorship opportunities and noted developing sponsorship funding was common in recreation programming. Chairperson Vance asked how the Parks & Recreation Department and other departments utilized sponsorship funding. He also asked what the City policy is on sponsorships. Recreation Superintendent Miller advised that sponsorship funding follows the City’s Donation Policy and reviewed the process. The Parks & Recreation Department utilizes sponsorships to supplement funds to support program operations such as the Holiday Parade, Summer Concerts and Youth Scholarship Programs. 2 Vice Chairperson King noted that while attending that recent game at the La Costa Canyon High School gym he had noted banners displayed advertising of local merchants. Recreation Superintendent Miller advised the City only permitted temporary banners for a specific event or special program, and did not allow on-going banner displays at the Center or parks. Commissioner Harp advised that Anlin Industries, Clovis had donated $500 for the upcoming spaghetti dinner fundraiser at the Senior Center. C. Update Report on Ad Hoc Sub-Committees (Outreach Information, Transportation Review, Senior Housing Review and Representative Reports) and Selection of Annual Subcommittee Appointments. Outreach – Commissioner De Vinne distributed the new Senior Services brochures. Commissioner Harp distributed the Senior Video Outreach Schedule and noted he had signed up for two presentations. He suggested that Commissioners review the sites and dates for possible participation and advise him when presentations are scheduled. CommissionerTillotson advised she had spoken to several churches and they were working on presentation dates. She noted her contact with the Chamber and their request that presentations be made to employees only and also had made contact with the Soroptomist Club for a possible presentation. Transportation – Vice Chairperson King distributed listing of available transportation for seniors and noted a recent article in the San Diego Union praising senior transportation in North County, including City of Encinitas “Out & About” Program. Senior Housing – Chairperson Vance distributed a handout from the recent Power Point presentation on affordable and/or senior housing. He also noted he had a discussion with Mac Hartley (previous Senior Commission Chairperson) at the Senior Information Fair regarding a shared housing program. He advised the program is operated by Aging and Independence Services (A.I.S.) and is available in San Diego and South San Diego County, however, he was not aware of a program in North County. Commissioner Tillotson advised there was a shared housing program available in Poway. She also noted the possibility of a new senior housing project in Vista. 3 Chairperson Vance advised he had seen articles on the project, and would provide information at the June meeting. He also noted the City Housing Element Task Force Committee, which he has attended, have finished their public input meetings and staff is now putting together a report due in July. Council Contact – No report. Senior Foundation Review – Commissioner Harp advised the Foundation had agreed to contribute $300 for the rental of the sound system for the upcoming Intergenerational Recital. He also advised that the Encinitas Rotary Club had held a wine tasting on May 21 at Quail Gardens with music and a silent auction (tickets $75 each), and will share profits from the event with the Foundation. He also distributed the Senior Foundation newsletter. A.I.S. Meetings Review – Copies of the May 9, 2005 A.I.S. meeting agenda and minutes were distributed to the Commission. No additional report. IN Chairperson Vance reviewed the current Subcommittee assignments and CONSENSUS THE COMMISSION AGREED TO CONTINUE WITH THE ASSIGNMENTS. D. Status Report on 2005 Senior Information Fair. Recreation Supervisor Mike Pacheco reported on the success of the Fair, however, noted the need for a new sound system, as the current system does not capture audience attention. He asked for Commission comments. Commissioner Harp suggested duplicating the portable system that was rented, which appeared to work well. Recreation Supervisor Pacheco would like to reserve a date for the 2006 Senior Information Fair and suggested May 11, 2006. He also noted that the Senior Dance was held Thursday to accommodate the Senior Information Fair and suggested that the dance be moved back to Fridays, to assist with logistical issues. IN CONSENSUS, THE COMMISSION AGREED ON THE DATE OF THURSDAY, MAY 11, 2006 FOR THE SENIOR INFORMATION FAIR AND TO MOVING THE SENIOR DANCE BACK TO FRIDAY. Commissioner Harp noted there were no raffle prizes this year. He also thought attendance was down from previous years. Recreation Supervisor Pacheco advised that three door prizes were awarded at the Senior Dance held that day. He also noted the Senior Information Fair 4 presentations were poorly attended again this year and they would probably not be held next year. Chairperson Vance suggested providing a participation sign-in sheet at the next Information Fair. Commissioner Schorr suggested the possibility of securing e-mail addresses from the attendees. He also suggested that Fair vendors could be contacted for raffle prize donations instead of the Commission and City obtaining prizes. The Commissioners agreed. Recreation Superintendent Miller advised attendance was approximately 250-300. She also asked if Commissioners had noticed the slide show on stage. She noted that many vendors still comment “this is the best Fair ever” and many participants told her how much they appreciated the Fair. Commissioner De Vinne suggested, since Commissioners did not notice the slide show on stage, that it be held in the Center lobby, an area that has greater visibility. 8. NEW BUSINESS A. Review of Future Meeting Schedule. Recreation Superintendent Miller reviewed the staff report, and discussed the proposed Commission meeting schedule and Ordinance 2.44.010 Senior Citizen Commission which governs the Commission. Chairperson Vance requested this item be tabled for discussion at the June COMMISSION MEMBERS CONCURRED. meeting. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner De Vinne enjoyed the Senior Information Fair. Commissioner Harp reminded members of the upcoming Intergenerational Recital. Commissioner Schorr enjoyed the Fair. He also noted he felt the Commission should be project oriented, that there was a lack of direction. Chairperson Vance agreed that the Commission needed more direction and suggested an agenda item. 5 Recreation Superintendent Miller will agendize for a future meeting, and further suggested reviewing the current Work Plan too. Commissioner Tillotson advised that funding for medicine and home care for seniors was available through administrators Bob and Laurie Dunn at 753-1590 B. Staff Recreation Superintendent Miller advised the City would not be holding an Encinitas Day Celebration this year, however, the Encinitas 5K Race would still be held. She also noted that City Council provided direction to work with Reebok Women’s Triathlon Series to present a Triathlon and Expo at Moonlight Beach which would not involve Commission participation. Chairperson Vance noted the Downtown Encinitas Merchants Association (DEMA) held two street fairs during the year and the Commission could consider participating in those events. 10. ADJOURNMENT A.
