2005-03-18 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: March 18, 2005; 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Vice Chairperson King called the meeting to order at 1:05 p.m. Present: Vice Chairperson King, Commissioners De Vinne, Schorr, Tillotson, Harp and Pike. Also Present: Recreation Superintendent Miller, Senior Center Manager Goodsell and Administrative Support Coordinator Dakovich. Absent: Chairperson Vance. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting February 18, 2005. COMMISSIONER SCHORR MOVED, COMMISSIONER DE VINNE SECONDED TO APPROVE MINUTES OF REGULAR MEETING, FEBRUARY 18, 2005. MOTION CARRIED 4-0 (TILLOTSON AND HARP ABSTAINED). 6. PRESENTATIONS None. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Miller reviewed the staff report and February Project C.A.R.E. Statistical Report, and noted that additional services, offered by Project C.A.R.E., had been requested by participants. She also advised that Project C.A.R.E. Coordinator Gail Dupler had returned to work, from medical leave, and was promoting all the services. B. Status Report on Senior Center at Oakcrest Park. Recreation Superintendent Miller advised that the Senior Center St. Patrick’s Day Dance was being held today, March 18 and noted that the last dance, held in February, had over 80 attendees. She also noted that a handrail would be installed on the stairway and ramp that accesses the gymnasium and should be completed in April. She also reported on the recent Aging and Independence Services (A.I.S.) meeting she and Senior Center Manager Goodsell attended regarding the Nutrition Budget and noted the Senior Center received $5,000 to support senior lunch transportation for the LIFT Bus. She noted the Nutrition Budget is still underfunded and being reviewed. She further noted the Center was gearing up for Summer programs and the Summer Brochure would be available in about two weeks. Commissioner Harp asked if any progress had been made on his request for an outside cigarette container at the Center. Recreation Superintendent Miller advised that staff is reviewing several issues regarding the placement of the container, including the State law that prohibits smoking within 20 feet of any building. C. Update Report on Ad Hoc Sub-Committees (Outreach Information, Transportation Review, Senior Housing Review and Representative Reports). Outreach – Commissioner Harp advised that he had prepared a script to be used when making Senior Citizen Information video presentations to various organizations. He distributed copies for the Commissioners to review, as he read the script. Recreation Superintendent Miller advised she would develop packets for these presentations, which would include tape/DVD, script and other essential materials. She also suggested that the Outreach Ad Hoc Subcommittee meet again in April to form a presentation plan including interested organizations to visit. Transportation – Vice Chairperson King distributed agendas for the upcoming Aging Task Force meeting, March 22 at the Vista Library and also information from North County Transit District on frequently asked questions (FAQ). He further advised that he and Commissioners Pike and Schorr, as part of their Subcommittee goals, plan to identify existing senior transportation services in the area, and had identified 9 local senior facilities. He noted Subcommittee members would each report on three facilities. Vice Chairperson King reported on: ? Seacrest Village - 2 buses, residents only, do visit beach during summer months, Jewish faith only ? Evergreen Health Care – no transportation, skilled nursing facility with 99 beds, rehabilitation only ? HCR Manor Care – ambulance service, skilled nursing facility, rehabilitation area, Alzheimer patients Commissioner Schorr reported on: ? Olivenhain Guest House – no transportation, 31 beds, Alzheimer patients ? Encinitas Retirement Gardens – residential unit, station wagon, 5 beds ? Rose Cottages – residential, 3 people, no transportation Commissioner Pike reported on: ? Silverado Senior Living – van, no non-resident use ? Will forward additional information to Recreation Superintendent Miller Recreation Superintendent Miller read a thank you letter from Lillian Rubin, a senior citizen who had addressed the Commission at a past meeting, regarding transportation needs. Senior Housing – No report. Vice Chairperson King did note that the new senior housing project on Via Cantebria was about l/2 full and asked if any Commissioners had visited the facility. No Commissioners had visited site. Council Contact – No report. A.I.S. Meetings Review – Copies were distributed of the recent A.I.S. meeting agenda and minutes. Commissioner Pike, who attended the meeting, reported on several issues including funding needs for the Adult in Crisis program and the upcoming Community Forum on Proposition 63. Vice Chairperson King advised that the City of Oceanside was forming a North County Senior Coalition to address senior issues and concerns. He requested that information on the Coalition be sent to him so he could report back to the Commission. Senior Foundation Review – Commissioner Harp distributed a photo print out of the 2005 Encinitas Follies performers. He noted the Follies were a huge success and raised a substantial amount of money for the Foundation. He also reported the Foundation had received a $2500 donation. D. Status Report on 2005 Senior Information Fair. Recreation Superintendent Miller advised that Senior Information Fair exhibitor applications are being received. She also distributed two Fair promotional flyers and requested that Commissioners select one. The Commission selected the 2005 Fair flyer and were advised that copies of the flyer would be provided at the April meeting for Commissioners to help with community distribution. 8. NEW BUSINESS A. Review of Senior Directory Brochure. Vice Chairperson King referred to the Senior Directory Brochure and requested Commissioners review the information for additions, deletions and corrections. Commissioner De Vinne suggested adding the Web site www.thresholds.com which contains information for seniors. Commissioner Tillotson suggested the Web site www.agingwithdignity.com which contains the 5 Wishes document. Commissioner Harp suggested that Web sites be included in the updated Senior Directory brochure. Recreation Superintendent Miller noted staff would research the above suggestions and mentioned the updated brochure would be available for distribution at the May 2005 Senior Information Fair. She requested that Commissioners e-mail her any additional information for the brochure within the next couple weeks. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Tillotson distributed information flyer on Easter Sunday Dinner, open to the public, to be held at Seaside Church on March 27 at 2:00 p.m. She also suggested that a hospice representative be invited to speak at the next Commission meeting at the Senior Center. Recreation Superintendent Miller stated the June meeting at the Center is scheduled to discuss Emergency/Disaster Preparedness and will consider hospice suggestion for future Center meeting. Commissioner Schorr advised he had recently joined the Sheriff’s Volunteer Patrol, which includes the program YANA (You are not alone). Commissioner Harp suggested the Senior Citizen Information video be added to the City Web site. He also noted the Sunrich Youth/Elder Project to be held at the Community & Senior Center in May. Recreation Superintendent Miller will research the Web site issue and report back on this suggestion. Commissioner De Vinne provided a brief overview on the book “From Aging to Saging”, which includes information on contributions seniors can make. Vice Chairperson King noted he had recently attended Grandparents Day at Flora Vista Elementary School and thoroughly enjoyed the experience. 10. ADJOURNMENT A.
