2005-06-24 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: June 24, 2005; 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:00 p.m. Present: Chairperson Vance, Vice Chairperson King, Commissioners De Vinne, Schorr, Tillotson, Pike and Harp. Also Present: Recreation Superintendent Miller and Management Analyst Stauffer. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting May 27, 2005. COMMISSIONER DE VINNE MOVED, COMMISSIONER HARP SECONDED TO APPROVE MINUTES OF REGULAR MEETING, MAY 27, 2005. MOTION CARRIED 6-0. (Commissioner King had not yet arrived). 6. PRESENTATIONS A. Panel Presentation on Emergency Disaster Preparedness. Chairperson Vance introduced panel members representing the Red Cross – Stephen Ray and Karen Docey and representing the City of Encinitas Fire Department – Emergency Preparedness Officer Tom Gallup and Captain Daigle, who will provide information on Disaster Preparedness. Emergency Preparedness Officer Gallup discussed disasters, coordination, and emergency management in the City. He noted the Civic Center becomes the emergency operations center to respond to needs of citizens during disaster. He noted that functions include operations, planning, logistics and finance. 1 Commissioner King arrived at 1:09 p.m. Captain Daigle spoke on volunteers behind emergency operations and fire emergency resources available in the City. He noted the City also has the CERT (Community Emergency Response Teams) Program for residents, that prepares them to provide services/response in emergencies. He advised there are currently 24 CERT members in Encinitas, and more volunteers are needed, and the third academy begins in the Fall. Stephen Ray advised that the Red Cross assists with families in need of emergency services, and takes over once the house fire is put out. He noted they provide victims with a place to stay, food, clothes, and also try to meet immediate short-term needs, as well as take the lead in first aid. He also stated Red Cross helps with managing mass care and shelter options for major disasters like wildfires, earthquakes or floods. He also noted the AFES (Armed Forces Emergency Services), which the Red Cross utilizes has offices throughout the world to communicate services to members of the military on duty overseas. He advised the Red Cross is a volunteer organization. Karen Docey spoke on various Red Cross volunteer functions. Commissioner Harp suggested promoting CERT/Red Cross Programs with the senior video presentations. Six members of the public were present for this presentation. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Miller reviewed the Project C.A.R.E. statistical report for May, and noted promotion at the Senior Information Fair had helped increase registration with thirteen (13) new requests for services. B. Status Report on Senior Center at Oakcrest Park. Senior Center Manager Goodsell provided copies of the recent Golden Year’s Gazette. She also advised that donations for the Senior Nutrition Program totaled $7,000. She announced the upcoming annual Spaghetti Dinner fundraiser (tickets @ $6.00), August 22 at 5:30 p.m. at the Center. She also noted that Farmer’s Market vouchers will be distributed to senior lunch participants on July 20 at 10:30 a.m. She also advised that beginning July 1, Gail Dupler, Project C.A.R.E./Transportation Coordinator will work for the Out and About Program only beginning July 1 and a new person is being hired to manage Project C.A.R.E. 2 C. Update Report on Ad Hoc Sub-Committees (Outreach Information, Transportation Review, Senior Housing Review and Representative Reports) and Selection of Annual Subcommittee Appointments. Outreach – Commissioner Harp advised a senior video presentation was made at the Elks Lodge. Commissioner Tillotson advised she had been invited to speak at the Methodist Church. The Commission discussed CERT education/brochure promotions to promote at presentations and at the Senior Center. Transportation – Vice Chairperson King advised that this item would be discussed under Agenda Item 8A. Senior Housing – Chairperson Vance distributed information from Commissioner Pike regarding senior housing. Council Contact – No report. Encinitas Senior Foundation Review -Commissioner Harp stated the Foundation received recognition at recent Council meeting for donations to the Senior Nutrition Program. He advised the Foundation would like to help create a lounge area at the Senior Center. Recreation Superintendent Miller advised staff is already working on creating a lounge/social gathering area in Banquet Hall Side A for use before the lunch hour. Staff has been researching partition dividers, chairs, etc. A.I.S. Review – Commissioner Pike provided an update on the recent A.I.S. meeting. 8. NEW BUSINESS A. Review and Input on Senior Issues – Transportation, Housing, Outreach Services, Senior Center Programs. No members of the public were present for this open forum discussion. The Commission discussed senior participation at presentations and Commission meetings. 3 Recreation Superintendent Miller assured the Commission that the Youth Commission and the Parks & Recreation Commission also do not have many members of the public attend their meetings unless for a specific agenda item. B. Discussion of Commission’s Summer Meeting Schedule Recreation Superintendent Miller advised that traditionally the Commission goes dark in August and that the Commission may not be interested in a park tour in July. The Commission discussed various options for the July meeting. Recreation Superintendent Miller noted special meetings could still be called as needed and Subcommittees could continue to meet during the summer should the Commission wish to not hold regular July and August meetings. COMMISSIONER HARP MOVED, VICE CHAIRPERSON KING SECONDED TO HAVE NO COMMISSION MEETINGS DURING THE MONTHS OF JULY AND AUGUST. MOTION CARRIED. 7-0. C. Review of Commission’s Work Plan. Recreation Superintendent Miller provided background information on the work plan and suggested Commission members review the plan and have further discussions at the September meeting. Vice Chairperson King reviewed the goals listed for the Transportation Subcommittee and advised they are working on their goals. He also mentioned the annual CAL Trans grant for senior transportation vehicles. Recreation Superintendent Miller suggested the Transportation Subcommittee could prepare and provide a report to City Council within this next year regarding senior transportation findings and recommendations. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Pike commented on the new Community and Senior Center sign. He also commented on the Ponto Beach development plan. Commissioner Tillotson commented on living wills and 5 Wishes document availability. Commissioner Schorr commented on the lack of Commission meeting participation from the public. Commissioner De Vinne noted the new Farmer’s Market to be held in Encinitas. 4 Recreation Superintendent Miller advised the Farmer’s Market would be held at Paul Ecke Elementary School this weekend. Commissioner Harp stated it would be nice if the City developed a Performing Arts Center. Recreation Superintendent Miller advised via Management Analyst Stauffer, that the Arts Commission was researching the development of a Performing Arts Center.
