SENIOR CITIZEN COMMISSION
MINUTES
Regular Meeting Date: April 27, 2007 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chair Vance called the meeting to order at 1:03 p.m.
Present: Chair Vance, Commissioners Drielsma, Finch,
Harp and Larson.

Absent: Vice Chair King and Commissioner Winfield
2. PLEDGE OF ALLEGIANCE
3. ORAL COMMUNICATIONS
Joan Price volunteered her services to assist with the Commission. Her work is in
fall/injury prevention and medical bracelets.
4. CHANGES TO AGENDA
None.
5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting March 16, 2007.
COMMISSIONER HARP MOTIONED AND COMMISSIONER DRIELSMA SECONDED
TO APPROVE THE MINUTES OF THE MARCH 16, 2007 REGULAR MEETING.
MOTION WAS APPROVED 5-0.
6. PRESENTATIONS
Superintendent Fazzio introduced several new recreation staff members. Lance
Allison is the new youth sports supervisor at the Community Center, Brian Thill is the
new adult sports programs supervisor at City Hall and Ken Rundle is the new
contractual programming supervisor at the Community Center.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Project C.A.R.E. statistical report. Approximately
500 people were served.
B. Status Report on Senior Center
Superintendent Fazzio handed out the current Golden Years Gazette and provided
information on several events to include the intergenerational recital, ballroom dance and
volunteer lunch.
C. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Transportation Review, Senior Housing Review, Senior Disaster Preparedness
and Representative Reports)
Outreach Information – None
Transportation Review – Commissioner Harp requested that a presentation on the “FAST”
program be provided at the next meeting. Superintendent Fazzio will confirm with NCTD.
Senior Housing Review – None
Senior Disaster Preparedness – Commissioner Harp reported that the senior population is
most vulnerable to a natural disaster, that senior communities are not prepared enough
for a disaster and would like programs developed to provide support to senior
communities during a disaster. Commissioner Drielsma reported on the facilities in
Encinitas that he has reviewed. Staff at assisted living facilities have disaster
preparedness manuals and training is provided. A three-day food supply, five-day water
supply, back-up power generators, evacuation plans and temporary housing are all
included in the plans. Commissioners discussed hosting a presentation on the City’s
Community Emergency Response Team (CERT).
Representatives Report – Commissioner Harp reported that May is “Older American’s
Month” and that there will be a City Council Proclamation on May 9. Commissioner Harp
also reported that the Senior Foundation is working on a 3-5 year goals and objectives
plan. A handout was provided on AIS.
D. Status Report on the 2007 Senior Information Fair
The Senior Information Fair is scheduled for May 10, 2007 at 8 a.m. Commissioner Finch
volunteered to be a greeter from 9 – 10:45 a.m. Commissioner Harp and Chair Vance
volunteered to host the booth from 9 – 10:45 a.m. Commissioners Drielsma and Larson
volunteered to host the booth from 10:45 – 12 p.m.
8. NEW BUSINESS
A. Nomination and Election of Commission Chairperson and Vice Chairperson.
Commissioner Vance was elected Chair of the Commission and Commissioner Harp
was elected Vice-Chair of the Commission. Superintendent Fazzio reported that
Commissioner King is moving and had resigned.
B. Review and Finalize 2007 Meeting Schedule
COMMISSIONER VANCE
Superintendent Fazzio reviewed the proposed schedule.
MOTIONED AND COMMISSIONER HARP SECONDED TO ACCEPT THE SCHEDULE
AS PROPOSED AND TO REVIEW NOVEMBER AFTER SUMMER. MOTION WAS
APPROVED 5-0.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioners discussed the DEMA Street Fair scheduled for Saturday and Sunday.
Commissioner Finch reported that she had provided a presentation to the High Country
Villas on the Commission and Senior Center. Vice-Chair Harp thanked the Commission
for his election as Vice-Chair. Chair Vance spoke on a recent KPBS special on Iraq.
B. Staff
Superintendent Fazzio announced that the spaghetti dinner will be held August 27, 2007
at 5:30 p.m. and that the budget for FY 2008 and 2009 includes an additional $5,000 for
the Out and About Program. A donation of $5,000 has also been received for the Out and
About Program.
