SENIOR CITIZEN COMMISSION
MINUTES
Regular Meeting Date: March 16, 2007 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 12:59 p.m.
Present: Chairperson Vance, Commissioners Drielsma, Finch,
Harp, Larson, and Winfield.
Also
Present: Recreation Superintendent Fazzio, Program Assistant Pfeil.
Absent: Vice Chairperson King

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting January 19, 2007.
COMMISSIONER FINCH MOVED, COMMISSIONER HARP SECONDED TO APPROVE
MINUTES OF REGULAR MEETING, JANUARY 19, 2007. MOTION CARRIED 6-0.
6. PRESENTATIONS
A. Welcome and Introduction of New and Current Commissioners
Superintendent Fazzio congratulated Lee Vance and Joel King for being re-appointed to
the Senior Commission and introduced new Commissioner Irene Winfield. Commissioner
Winfield gave a brief background.
B. Disaster Preparedness Presentation
Vince Condon and Julie Lee of Scripps Memorial Hospital gave a presentation regarding
Emergency Disaster Preparedness. They provided hand-outs and answered questions
from the Commission.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Project C.A.R.E. statistical report for January and
February.
B. Status Report on Senior Center.
Superintendent Fazzio handed out the current Golden Years Gazette and provided
information on several upcoming events. 50+ eFriends is a new class that will teach
seniors how to socialize on the Internet. The Senior Center will host quarterly pool
tournaments. There will be a free Emergency Preparedness Presentation at the Senior
st
Center held on Wednesday March 21.
C. Update on Out and About Program
Superintendent Fazzio provided more information regarding the Out and About
Program as requested by the Commission at the last meeting.
D. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Transportation Review, Senior Housing Review, Senior Disaster Preparedness
and Representative Reports)
Outreach – No Report
Transportation –
Commissioner Harp commented on the FAST Program. He noticed
that they do not cover the Leucadia area at all. He requested that we get someone from
NCTD to explain why.
Senior Housing – No Report
Senior Disaster Preparedness
– Commissioner Drielsma volunteered to go to assisted
living facilities in Cardiff and ask about their policies on Disaster Preparedness.
Council Contact – No Report
Encinitas Senior Foundation Review
– Commissioner Harp reported that the Follies
were again successful this year raising over $7000.00. The Foundation is in discussion
with another Foundation about a possible fundraiser. Commissioner Harp will meet with
staff to discuss the options.
A.I.S. Review
– Superintendent Fazzio handed out the Agenda and Minutes for the most
recent meeting.
8. NEW BUSINESS
A. Discussion on 2007 Senior Information Fair
Superintendent Fazzio discussed the upcoming Senior Information Fair scheduled for
May 10, 2007. The Commission will discuss booth assignments at the next meeting.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Chairperson Vance suggested that everyone brainstorm on ideas on how to use the
information they received from today’s Presentation and make it an Agenda item for the
next meeting.
Commissioner Winfield announced that she was impressed by the first meeting and is
looking forward to serving on the Commission.
Commissioner Larson asked about having a television program in Encinitas regarding
Outreach. Superintendent Fazzio will check and see if the local access channel has
Senior Information.
Commissioner Harp welcomed Commissioner Winfield to the Commission.
Commissioner Finch shared an article regarding an Art Grant for Seniors. Superintendent
Fazzio also provided information regarding the Program. She also explained that the
Senior Center can be a proposed location for grant funded programs but cannot be
guaranteed until the Grant is received.
Commissioner Drielsma remarked on the Disaster Preparedness Presentation. He also
updated the Commission on the progress of his proposal for senior volunteer teachers.
B. Staff
Superintendent Fazzio announced the new Public Works Director, and also announced
the new Recreation Supervisors for the Parks and Recreation Department. Nominations
for Chairperson and Vice Chairperson will be held at the next meeting. Any
Commissioner that is interested in being nominated should contact Superintendent
Fazzio. The next Agenda will also include discussion on Ad-hoc sub committees and the
2007 meeting schedule for the Senior Commission.
