Present: President Maggie Houlihan, Board Members James Bond, Lupita Chavez, Beatrice Crepeau, Dan Dalager, Christy Guerin, and Jerome Stocks. Absent: None. Also Present: Executive Director Miller, Board Attorney Sabine, Board Clerk Cervone, Principal Planner de Cordova, and Deputy Board Clerk Greene. There being a quorum present, the meeting was in order. Page 1 Mtg. #2006-_ Bk. #1, Page . . . 07/19/05 Housing Authority Special Meeting Principal Planner de Cordova reviewed the staff report and stated that as a Public Housing Authority (PHA), the Encinitas Housing Authority was required to prepare a five-year Agency Plan in compliance with the Quality Housing and Work Responsibility Act of 1998. The Agency Plan identified the housing needs of lower income households on the waiting list for the Section 8 Housing Choice Voucher program. Additionally, the Encinitas Housing Authority must file annual updates to the five-year plan, even if there were no changes. The 2006-2007 Annual PHA Plan outlined the goals, objectives, and priorities for the rental assistance and related activities during the upcoming program year. Mr. de Cordova reviewed the proposed amendments to the Section 8 Administrative Plan in response to recommendations made by the HUD regional office in a letter dated June 12,2005. He said the Housing Authority anticipated receiving about $1.1 million of HUD in fiscal 2006- 2007 to provide rental assistance to 136 families. The Housing Authority budget was approved on June 21, 2006. The staff recommendation was to approve the 2006-2007 Annual PHA Plan and approve changes to the Administrative Plan. ACTION: Guerin moved, Stocks seconded to approve the 2006-2007 Annual PHA Plan and approve the changes to the Administrative Plan. Motion carried.
