MEETING MINUTES
MEETING DATE: April 5, 2006
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
Chairperson Berry-Blum called the meeting to order at 4:35 pm.
Present: . Chairperson Berry-Blum, Commissioners Felzer, Ogden, Vaccaro,
Alcorn, and Ferreirae.

Present: Recreation Supervisor Rubenstein and Administrative Coordinator
Dakovich
Absent: Vice Chairperson Prieto and Commissioner Lee, Micelli, Canchola.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of March 1, 2006.
COMMISSIONER FERREl RAE MOVED, COMMISSIONER FELZER
SECONDED TO APPROVE THE MINUTES OF THE MARCH 1, 2006
MEETING. MOTION CARRIED 6-0.
6. PRESENTATIONS
A. City of Encinitas Lifeguards - Marine Safety Service
Chairperson Berry-Blum welcomed Trevor Nore and Joe Gados, Encinitas
Lifeguards to the meeting.
Lifeguard Nore thanked the Commission for the opportunity to present
information on marine safety. Lifeguard Gados distributed information on rip
currents. They also provided information on marine safety, noted their patrol
responsibilities began at Grandview Beach and ended at Swami's Beach, with
areas staffed in 8 hour shifts, beginning June 15 through mid-September.

They also reviewed on-going training they receive and various ocean rescue
techniques. A question and answer period followed.
The Commission thanked the lifeguards for their presentation.
7. OLD BUSINESS
A. Status Report on Current YouthfTeen Activities (Teen Trips, Open Gym,
Open MIC, etc.).
Chairperson Berry-Blum noted that Open Gym would be held April 15, May 6 and
20, June 3 and 17 and the last Open Mic, held March 17, had 300 attendees.
The next Open Mic nights will be April 21, May 19, July 21 and August 18. Flyers
were distributed for the upcoming Teen EXPO and the Easter Egg Hunt.
B. Commission Subcommittee Reports.
No Subcommittee meetings were held in March.
8. NEW BUSINESS
None
9. COMMISSIONERS CORNER
A. Commissioners
Commissioner Ferreirae advised the North County Academic League would be
held at San Dieguito Academy, April 6 at 5:30 p.m.
Commissioner Alcorn advised the La Costa Canyon High School Spring Dance
will be held April 24.
Chairperson Berry-Blum noted the Teen EXPO at San Dieguito Academy was
very successful. She also reminded the Commission that a representative from
the Sheriff's Department would be making the May presentation.
B. Staff
Recreation Supervisor Rubenstein noted the upcoming Easter Egg Hunt and
invited Commission members to attend. She also noted the Teen EXPO to be
held at La Costa Canyon High School on April 18. She reviewed information on
the Youth Summit, to be held Saturday, May 13 in Oceanside and encouraged
Commission members to call her office by April 12, if they plan to attend.
(Commissioner Ogden advised she would attend, and Commissioner Ferreirae
advised she would not be able to attend). She advised that each attending City
is responsible for three raffle prizes to be awarded at the Youth Summit and she
will provide Commissioners with contribution information. She also advised that

Chairperson Berry-Blum and Vice Chairperson Prieto will emcee the upcoming
the Performing Arts Recital at the Encinitas Community & Senior Center.

The meeting adjourned at 5:22 p.m.
