CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1 :04 p.m. Present: Chairperson Vance, Vice Chairperson King, Commissioners Harp, Schorr, Drielsma, and Larson. Also Present: Recreation Superintendent Chana Miller, Program Assistant Pfeil, and Recreation Supervisor Pacheco. Absent: Commissioner Tillotson. PLEDGE OF ALLEGIANCE ORAL COMMUNICATIONS None. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting March 17, 2006. COMMISSIONER HARP MOVED, VICE CHAIRPERSON KING SECONDED TO APPROVE MINUTES OF REGULAR MEETING, MARCH 17,2006. MOTION CARRIED 6-0. 6. PRESENTATIONS A. Super Senior Animal Adoption Event by Rancho Coastal Humane Society. Jennifer Gilstrap spoke about an upcoming event regarding the adotRtion of older pets. The Super Senior Pet Adoption Weekend will be held June 9 ,10th, and 11th. She discussed the benefits of adopting an older pet and announced that there will be waived adoption fees for senior citizens at this event. SA- 1 c l c Sfr-~ ::'l~ _ 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Chana Miller reviewed the Project C.A.R.E. statistical report for March. B. Status Report on Senior Center at Oakcrest Park. Recreation Superintendent Chana Miller provided various flyers on upcoming events including the Fourth Annuallntergenerational Performing Arts Recital to be held Saturday June 3, 2006 at the Community and Senior Center. Other events include Bocce Ball for senior citizens every Thursday at 10am at the new Bocce Ball courts in Oakcrest Park, and a presentation by H.O.P.E. on Monday May 15th at 10:30-11 :30am. She also handed out copies of the current edition of the Golden Years Gazette. She also reported that 140 participants attended the St. Patrick's Day Senior Dance and there were 80 participants at the Senior Volunteer Appreciation Luncheon. C. Update Report on Ad Hoc Sub-Committees. (Outreach Information, Transportation Review, Senior Housing Review, Senior Disaster . Preparedness and Representative Reports) Outreach - No report. Transportation - Recreation Superintendent Chana Miller received a call back from NCTD regarding the LIFT buses at the hospital. The representative at NCTD stated that they are not aware of any buses that are sitting unused at the hospital. They did say they still have 2 mini buses for FAST and the Coaster Connection in the City of Encinitas. They are re-evaluating NCTD services and will keep the City informed. Chairperson Vance discussed the parking issue at Via Cantebria Apartments. Vice Chairperson King presented a flyer from a new organization called Full Access & Coordinated Transportation (F.A.C.T) They are evaluating senior transportation needs in North County. Senior Housing - No Report. Senior Disaster Preparedness - Commissioner Drielsma offered to speak at the Senior Center regarding Senior Disaster Preparedness. Recreation Superintendent Miller advised him to contact Senior Center Manager Goodsell. Council Contact -No report. (" :. - . Encinitas Senior Foundation Review - Commissioner Harp announced that finishing touches are being made to the social activity room at the Senior Center and should be completely finished by June. He also suggested that he meet with Senior Center Manager Goodsell and Recreation Superintendent Chana Miller to plan some goals for the next 3-5 years in order to apply for grants in a timely manner. The Foundation is also creating a website which will be www.efsencinitas.orQ. A.I.S. Review - Recreation Superintendent Chana Miller provided a copy of the latest A.I.S. meeting minutes. Chairperson Vance announced that appointments for ad-hoc sub-committees will be made at the May meeting. D. Status Report on the Senior Information Fair Recreation Supervisor Pacheco updated the Commission on the status of the upcoming Senior Information Fair. He handed out the Exhibitor List with 68 exhibitors listed. He also went over various locations around town for the Commissioners to distribute Fair flyers. The Commission reviewed the day of event schedule and assigned hours to work the Senior Citizen Commission booth at the Senior Information Fair. c 8. NEW BUSINESS A. Nomination and Election of Commission Chairperson and Vice Chairperson. Vice Chairperson King nominated Chairperson Vance to serve as Chair for another term. Commissioner Larson seconded the nomination. There were no other nominations. COMMISSIONER LARSON MOVED, COMMISSIONER HARP SECONDED TO ELECT CHAIRPERSON VANCE AS CHAIRPERSON FOR THE UPCOMING TERM. MOTION CARRIED 5-0. Commissioner Harp nominated Vice Chairperson King to serve as Vice Chairperson for another term. Commissioner Schorr seconded the nomination. There were no other nominations. THE COMMISSION, IN CONSENSUS, APPROVED THE NOMINATION OF VICE CHAIRPERSON KING AS VICE CHAIRPERSON FOR THE UPCOMING TERM. c SA-3 c~ c l 5A-z.j 10. 9. COMMISSIONER'S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Drielsma announced he will not be able to attend the next meeting. Commissioner Larson mentioned the need promote Encinitas Senior activities and senior programs on television such as the cable company's community calendar stations. Commissioner Harp expressed concern over the readability of the multi-colored Encinitas Community and Senior Center sign on the corner of Balour Dr. and Encinitas Blvd. Recreation Superintendent Chana Miller stated that staff was aware of this issue and is in the process of landscaping around the sign to enhance the corner and help provide some contrast to the sign. Another idea pending is to paint the letters white or black. Vice Chairperson King expressed gratitude for everyone on the Commission. B. Staff Recreation Superintendent Chana Miller presented the newest Senior Services Directory that will also be handed out at the Senior Information Fair. ADJOURNMENT A.
