CALL TO ORDER/ROLL CALL
Vice Chairperson King called the meeting to order at 1 :00 p.m.

CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting October 28, 2005.
COMMISSIONER DEVINNE MOVED, COMMISSIONER TILLOTSON
SECONDED TO APPROVE MINUTES OF REGULAR MEETING, OCTOBER 28,
2005. MOTION CARRIED 5-0.

7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Miller reviewed the Project C.A.R.E. statistical report
for November and December.
B. Status Report on Senior Center at Oakcrest Park.

Recreation Superintendent Miller provided various flyers on upcoming events.
She presented information regarding the free Health and Wellness Fair scheduled
for January 28, 2006 at the Community and Senior Center which will include 35
booths and is open to participants of all ages. She also mentioned the AIS Grant
Program process, the upcoming 1st Senior Pool Tournament, and the Senior
Dance.
C. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Transportation Review, Senior Housing Review, Senior Disaster
Preparedness and Representative Reports)
Outreach - Commissioner Tillotson discussed her presentation at St. Andrews
Church on November 3rd. Commissioner Devinne will hold a presentation at
Seacrest Village on February 14th. She is also working with several other facilities
regarding the possibility of future outreach presentations.
Transportation - Commissioner Schorr distributed and presented the final results
of the Senior Transportation Survey. Recreation Superintendent Miller presented
another handout on transportation findings being researched and discussed
potential sub-committee recommendations.
Recreation Superintendent Miller announced that the Senior Center's "Out and
About" Program received a national "Star Award" and $5000.00 from the Beverly
Foundation for an outstanding program.
Recreation Superintendent Miller also noted that she is researching an opportunity
for a possible contract regarding the Coaster Connection Buses that are currently
only in use in the morning and evening rush hours.
Senior Housing - No Report
Council Contact - None.
Encinitas Senior Foundation Review - Commissioner Harp provided a handout
on the upcoming annual Encinitas Follies event to be held February 12th. Tickets
are on sale. He also provided and reviewed the Senior Foundation's January
newsletter.
A.I.S. Review - Recreation Superintendent Miller distributed the November and
December meeting minutes.
Senior Disaster Preparedness - In Commissioner Pike's absence, Recreation
Superintendent Miller announced that she and Commissioner Pike are working on
goals for this sub-committee.

D. Evaluation of Christmas Parade Participation
All Commissioners present enjoyed participating in the Parade and thought it was
a successful and well-paced event. There were 88 entries and an estimated
30,000 participants and spectators.
8.
NEW BUSINESS
A. Status Report on Senior Commission Appointments.
Recreation Superintendent Miller reviewed the staff report, noting that four
Commissioner terms are expiring - Darren Pike, Charles Harp, Stephen Schorr,
and Nancy Devinne. She advised the deadline for Commission applications was
January 25, to be followed by a meeting with City Council members on February 8
and appointments to be made on February 15. Newly appointed Commissioners
will attend the Senior Citizen Commission meeting in March.
B. Discussion on 2006 Senior Information Fair.
Recreation Superintendent Miller reviewed the staff report, noting that the event
will have a patriotic theme again this year. There will be approximately 65 booths
and the event is scheduled for May 11, 2006 at the Community and Senior Center.
She also passed out a draft flyer for Commissioner review.
IN CONSENSUS, THE COMMISSIONERS AGREED TO THE PROPOSED
PLANS PRESENTED IN THE STAFF REPORT AND APPROVED THE FLYER
LAYOUT.
9. COMMISSIONER'S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Harp reiterated the Foundation's upcoming Encinitas Follies event.
He noted that there will be new acts this year and encouraged everyone to attend.
Commissioner Devinne announced that she would not be re-submitting her
application for the Senior Citizen Commission this year. She is planning on
pursuing some personal goals and is returning to work part-time. This is her last
meeting.
B. Staff
Recreation Superintendent Miller provided handouts on the Consumer Protection
Fair to be held on February 4th by the County of San Diego and other agencies, as

well as Work Plan/Goals for 05/06, Commission meeting dates for January-June
C 2006, and information on Senior trends.
10. ADJOURNMENT
