Peder Norby reported that,the sub-committee was in discussions with a service organization to look into possible finapceopportunities. Additionally, Mr. Norby reported that the sub- committee had rese~hed manufacturing costs of the bells as well as the original route for placement of the bel1s.: · ENHANCEMENT OF THE VISITORS CENTER [Objective: Develop a workiIlg plan with the goal of enhancing and improving the Visitors Center's current location, programming, and its effectiveness.] Sub-Committee Members: Keith Turner, Sherry Smoot, Peder Norby, Arlene Betti, Jim Clark, Julian Duval, and Richard Phillips (as staffliaison). Keith Turner reported that current enhancements to the center include new display racks as well as new merchandise that would be available soon. . · CULTURAL TOURS/GARDEN TOURISM [Objective: Promote and preserve the floral and historical cultures within the City through the Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the Encinitas Historical Tour with each tour occurring annually on a rotational basis), the America in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Community Wildlife Habitat Program, and other community-wide events.] Tour Rotation: -The Garden Tour - Nan Sterman, Chair; Estimated time-frame: Spring, 2005 -The Encinitas Historical Tour - Estimated time-frame: 2006 -The Flower Tour - Chuck Ades and Evelyn Weidner, Co-Chairs; Estimated time-frame: Spring, 2007 -The America in Bloom Competition - Chuck Ades, Chair; Scheduled for 2005 -Certified Wildlife Habitat Community - Davielle Huffman, Chair, Chuck Ades, and Rob Wilder; Estimated time-frame: On-going efforts THE GARDEN TOUR. MAY 21. 2005 - Sub-Committee Members: Nan Sterman, Chair; Chuck Ades, Heather Callaghan, Jean Coopersmith, Carolyn Cope, Edgar Engert, Iuli Gillett, Davielle Huffman, Peder Norby, Arlene Rosado, Sanford Shapiro, Keith Turner, and Evelyn Weidner. Keith Turner reported that the sub-committee had narrowed down the list of location sites to include in the tour. Additionally, he reported that the sub-committee was still searching for a person to help with their marketing needs. . · PROMOTE THE COMPLETION OF THE COTTONWOOD CREEK AREAS WITH THE ENCOURAGEMENT OF NATURAL HABITATS [Objective: Provide input and serve as liaisons between the City Staff and the Cultural Tourism Committee to promote the completion of the surrounding area of Cottonwood Creek and to encourage natural habitats in those areas.] 04~O 1-04 Action Minutes.doc Cultural Tourism Committee Page 2 of 5 Action Minutes of the Cultural Tourism Committee Committee Members: Davielle Huffman, Rob Wilder, and John Frenken (as staff liaison). . There was no report from this sub-committee. · HISTORY WITHOUT WALLS [Objective: Coordinate, encourage, and publicize historical preservation, and develop an Internet-accessible "history at your fingertips" database.] Committee Members: Jim Clark, Carol Jensen, Lois Sunrich, Christie Kramer, Kenneth Hayward, Mike Dillon, Billy Stem, and Mayor Maggie Houlihan. Mayor Maggie Houlihan repOrted that the sub-committee met a few weeks ago and that committee member Lois Sunrich was working on developing the group's strategic plan, which would outline the sub-committee's goals and objectives. The group would be moving forward in creating the website and database. Mayor Houlihan indicated that Billy Stem had joined the sub-committee and would be assisting them with the website and database development. Lastly, she reported that the group was seeking grants for funding of the website. · CULTURAL TOURISM MARKETING INITIATIVE (NEA GRANT): [Objective: Engage the arts groups, business groups, and the residents of Encinitas in a coordinated effort to create a "marketing brochure and website" that would promote business tourism and cultural arts within the City.] . Committee Members: Cristina Chacon, Chair; Kathleen Lees, Keith Turner, Peder Norby, and Kathryn Gould. Cristina Chacon reported that the sub-committee met with a guest consultant who would be working with the group. They would like to schedule a workshop in Mayor June on how to create and use the concept of branding and icons. After discussion, it was decided that the Cultural Tourism Committee would hold the workshop on May 18, 2004 at 9:00 a.m. in the Council Chambers. Ms. Chacon would confIrm the date with the consultant. · LEUCADIA 101 IMPROVEMENTS [Objective: Work with the Leucadia Mainstreet Association and the Planning Department to help identify the fIrst phase of improvements and the nature of the improvements that would be contemplated in that phase; be proactive with the planning process and report back to the Cultural Tourism Committee.] Committee Members: Elizabeth Drum, Peder Norby, Cris Hicks, Rochelle Collier, Charlie Marvin, Patrie, M:urRhY (as ~liai$<fn). " . . Elizabeth Drum reported that streetscape planning would begin in a few months. She indicated that the Leucadia 101 Mainstreet. Association's entry sign competition was closed. There was no report from this sub-committee. . · DEVELOPMENT OF A MASTER SCHEDULE OF COMMUNITY EVENTS [Objective: Develop a community-wide master schedule of events that would be accessible on the Internet.] Committee Members: Jim Clar~ Sherry Smoot, Cristina Chacon, and Elizabeth Ritter. Sherry Smoot reported that the master Community Calendar of Events would be on the Encinitas Chamber of Commerce's website. The organization representatives need to provide Ms. Smoot with their calendaring information pertaining to their event. Mayor Houlihan suggested that the chamber give a Press Release so that information about the community calendar would go out to the City. · THE ULTIMATE GOAL OF THE CULTURAL TOURISM COMMITTEE IS TO ENCOURAGE THE DEVELOPMENT OF THE LAGOON TO LAGOON TRAILS. AND A W ALKABLE COMMUNITY Prior to discussion of future agenda itemst the following announcements were made: Sherry Smoot, the Encinitas Visitors Center: The State of the Community Address would take place on April 13, 2004 at 5:30 p.m. at the Senior and Community Center. Cost is $10.00. Elizabeth Ritter, the Downtown Encinitas Mainstreet Association: The Encinitas Street Fair would take place on Aprill7 and 18, 2004. Sid Shaw commented about the street closure during the fair. Paul Davis, Encinitas Rotary: The Encinitas Rotary's wine festival would take place on May 1, 2004. Mayor Houlihan: Billy ~tem would give a C9mposer II,istoryc preJenta~ipn at the Cardiff Library on May 5, 2004; she would give a presentation to the SDSU's Hospitality and Tourism Management Program on May 5, 2004; SAN}?t\9 would be holding a public meeting on the "Regional Comprehensive Plan" at the Sanj)ieiuito Boys and Girls Club on April 17, 2004; and, the Sister City Committee had commissionoo 4n oil painting of the San Elijo Lagoon from local artist Gary Johnson.
