CALL TO ORDERlROLL CALL Mayor Maggie Houlihan called the meeting to order at 8:42 a.m. and self-introductions were made. APPROVAL OF MINUTES - JUNE 3. 2004 MEETING . Committee consensus to approve the minutes of the June 3, 2004 meeting. ORAL COMMUNICATIONS None. REGULAR AGENDA 1. REPORTS FROM THE SUB-COMMITTEES · ALONG THE EL CAMINO REAL PROGRAM [Objective: Re-create and install the original mission-style bells along El Camino Real and Hwy 101. The sub-committee' s first priority is to work with the City to identify the sites for the bells.] Sub-Committee Members: Keith Turner, Chair; Deputy Mayor Dan Dalager, Peder Norby, and Rob Blough (as staff liaison). Keith Turner, Director of the Encinitas Chamber of Commerce, reported that an underwriter for six of the bells had been obtained. The bells would be ordered in August and the sub-committee anticipated installation of the bells in October or November of 2004. . 07-01-04 Action Minutes.doc Cultural Tourism Committee Page 1 of5 Action Minutes of the Cultural Tourism Committee . · ENHANCEMENT OF THE VISITORS CENTER [Objective: Develop a working plan with the goal of enhancing and improving the Visitors Center's current location, programming, and its effectiveness.] Sub-Committee Members: Keith Turner, Sherry Smoot, Peder Norby, Arlene Betti, Jim Clark, Julian Duval, and Richard Phillips (as staffliaison). Sherry Smoot, with the Encinitas Chamber of Commerce, reported that the Community Master Calendar was running smoothly. She also reported that Encinitas Day at the County Fair was a success with 39 businesses attending. Lastly, Ms. Smoot reported that the Visitor's Center was open seven days a week. . · CULTURAL TOURS/GARDEN TOURISM [Objective: Promote and preserve the floral and historical cultures within the City through the Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the Encinitas Historical Tour with each tour occurring annually on a rotational basis), the America in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Community Wildlife Habitat Program, and other community-wide events.] Tour Rotation: -The Garden Tour - Nan Sterman, Chair; Estimated time-frame: Spring, 2005 -The Encinitas IDstorical Tour - Estimated time-frame: 2006 -The Flower Tour - Chuck Ades and Evelyn Weidner, Co-Chairs; Estimated time-frame: Spring, 2007 -The America in Bloom Competition - Chuck Ades, Chair; Scheduled for 2005 -Certified Wildlife Habitat Community - Davielle Huffman, Chair, Chuck Ades, and Rob Wilder; Estimated time-frame: On-going efforts THE GARDEN TOUR. MAY 21. 2005 - Sub-Committee Members: Nan Sterman, Chair; Chuck Ades, Heather Callaghan, Jean Coopersmith, Carolyn Cope, Edgar Engert, Juli Gillett, Davielle Huffman, Peder Norby, Arlene Rosado, Sanford Shapiro, Keith Turner, and Evelyn Weidner. Nan Sterman updated the committee on the upcoming Garden Tour, which would take place on May 21,2005. She reported that everyone involved was working very hard. The Market Place that would be held at Cottonwood Creek Park was taking shape. The sub-committee members were making contact with prospective participants and receiving good responses. The red, double-decker busses to transport the attendees were acquired. The one area that the sub- committee needed help with was the marketing aspect of the tour. The group had a good idea of what needed to be done but they needed someone to handle those items - which included items such as helping with the press releases, contacting magazines and newspapers, putting up notices. THE AMERICA IN BLOOM COMPETITION - Chuck Ades, Chair; Scheduled for 2005 .' Chuck Ades reported that the city would participate in the 2005 America in Bloom Competition with judging to likely take place in June or July of 2005. The sub-committee needed volunteers to work on the project and also needed a main contact person to help organize the event. Mr. Ades also indicated that the sub-committee would soon begin the process of determining which projects would be included in the competition. Mayor Houlihan suggested that a press release be issued in the near future in order to get the necessary information out to the community. CERTIFIED WILDLIFE HABITAT COMMUNITY Davielle Huffinan reported that the city would be registered in August as a wildlife habitat community. Once registered, the City of Encinitas would be the second registered community in California, with Julian being the first. Ms. Huffinan indicated that involvement with representatives from local businesses and the school boards was still needed. She would request that she be placed on the next School District Liaison Committee Meeting Agenda in order to get the information to the school board members. PROMOTE THE COMPLETION OF THE COTTONWOOD CREEK AREAS WITH THE ENCOURAGEMENT OF NATURAL HABITATS [Objective: Provide input and serve as liaisons between the City Staff and the Cultural Tourism Committee to promote the completion of the surrounding area of Cottonwood Creek and to encourage natural habitats in those areas.] Committee Members: Davielle Huffinan, Rob Wilder, and John Frenken (as staff liaison). . There was no report from this sub-committee. · HISTORYWITHOUTWALLS [Objective: Coordinate, encourage, and publicize historical preservation, and develop an Internet-accessible "history at your fingertips" database.] Committee Members: Jim Clark, Carol Jensen, Lois Sunrich, Christie Kramer, Kenneth Hayward, Mike Dillon, Billy Stem, Wendy Haskett, and Mayor Maggie Houlihan. Mayor Houlihan reported that the History without Walls sub-committee had committed to working on a Hwy 101 Oral Histories project. Individuals with first hand recollections of the history and development of Hwy 101 would be interviewed and their stories collected and transcribed. Mayor Houlihan indicated that the project was a collaboration between the five north coastal communities, the San Diego Historical Society, and the Hwy 101 Association · CULTURAL TOURISM MARKETING INITIATIVE (NEA GRANT): [Objective: Engage the arts groups, business groups, and the residents of Encinitas in a coordinated effort to create a ''marketing brochure and website" that would promote business tourism and cultural arts within the City.] . Action Minutes of the Cultural Tourism Committee Cristina Chacon reported that the subcommittee completed Phase I of the marketing initiative project. Phase I was to hold a community workshop and presentation on creating a brand or logo for Encinitas that would conjure up a specific image that we would like tourists to think of when they talk about Encinitas. Ms. Chacon indicated that the sub-committee would begin Phase II of the project, which involved "visioning" development. Five community visioning development meetings would be held during the months of August and September. She also noted that the sub-committee's goal was to have a completed product within one year while keeping in mind that the grant called for the creation of a website and a brochure with an arts and culture emphasis. · LEUCADIA 101 IMPROVEMENTS [Objective: Work with the Leucadia Mainstreet Association and the Planning Department to help identify the first phase of improvements and the nature of the improvements that would be contemplated in that phase; be proactive with the planning process and report back to the Cultural Tourism Committee.] Committee Members: Elizabeth Drum, Peder Norby, Cris Hicks, Rochelle Collier, Charlie Marvin, Patrick Murphy (as staff liaison). Kathleen Lees reported on behalf of the Leucadia 101 Association since Elizabeth Drum had resigned from the Leuc~ia 101 Association. The fa~ade grant program was going well; however, they still needed to get the information out to more of the local businesses. · CREATION OF A RECOGNIZABLE BRAND. ICON. OR SYMBOL FOR THE SOUTHERN 101 GATEWAY OR FOR MOONUGHT STATE BEACH [Objective: Develop a process that would solicit proposals and suggestions towards the creation of a recognizable City brand, symbol, or icon.] Committee Members: Kathleen Lees, Cristina Chacon, Kathryn Gould, LaVerne Shaw, Elizabeth Ritter, and Sherry Smoot. Mayor Houlihan indicated that this sub-committee was working in conjunction with the Cultural Tourism Marketing Initiative sub-committee. The hope was that ideas would come out of the visioning process work, being done by the NEA Grant sub-committee that would move towards the development of the icon for the Southern 10 Gateway or for Moonlight State Beach. · CARDIFF 101 BEAUTIFICATION [Objective: Provide input and serve as liaisons between the Cardiff Town Council and the Planning Department to develop beautification projects along Carpentier Parkway, the San Elijo State Beach Campground corridor, the Restaurant Row area, and the Rail Corridor.] Committee Members: Jim Clark, Davielle Huffman, and Phil Cotton (as staff liaison). Cottonwood Creek Park Ribbon Cuttine: The Cottonwood Creek Park Ribbon Cutting took place a few weeks ago and since then the park has been very busy and has been visited by many children. b. Great American MainStreet Award Celebration Recently the city celebrated being awarded the Great American MainStreet Award, which was a National Competition. c. Hondo Sister City TriD . The Encinitas Sister City sent a delegation on June 17, 2004 to Hondo, Japan for the celebration of their 50th Anniversary as a city and their 25th Anniversary of the Amakusa International Triathalon. The Sister City program was established to promote goodwill and understanding between foreign cities. Foreign exchange delegations often consist of students, teachers, nurses, and firefighters.
