Mayor Maggie Houlihan called the meeting to order at 8:40 A.M. and self-introductions were
made.
APPROVAL OF MINUTES - JULY 1. 2004 MEETING

REGULAR AGENDA
1. REPORTS FROM THE SUB-COMMI'ITEES
· ALONG THE EL CAMINO REAL PROGRAM
[Objective: Re-create and install the original mission-style bells along EI Camino Real and
Hwy 101. The sub-committee's first priority is to work with the City to identify the sites for the
bells. ]
Sub-Committee Memben: Keith Turner, Chair; Deputy Mayor Dan Dalager, Peder Norby,
and Rob Blough (as staff liaison).

Council Member Dan Dalager reported that the Encinitas Rotary had agreed to sponsor six of the
mission-style bells if they received written confirmation that the City would install them.
Additionally, DEMA, the Encinitas Chamber and resident Sid Shaw were among those who also
agreed to sponsor a bell.

Council Member Dalager indicated that the bells cost approximately $1500 each and that the
bells would be placed along EI Camino Real and Hwy 101. Mayor Houlihan reported that
Supervisor Pam Slater-Price had also agreed to sponsor two bells.
· ENHANCEMENT OF THE VISITORS CENTER
[Objective: Develop a working plan with the goal of enhancing and improving the Visitors
Center's current location, programming, and its effectiveness.]
Sub-Committee Members: Keith Tumer, Sheny Smoot, Peder Norby, Arlene Betti, Jim
Clark, Julian Duval, and Richard Phillips (as staff liaison).
Julian Duval reported that progress had been made in the development of the new Visitor's
Guide Brochure. The Chamber had selected the company to design and publish the brochure.
Mr. Duval' also indicated that there was the possibility of the Visitor's Center moving to a new
location in March, 2005.

· CULTURAL TOURS/GARDEN TOURISM
[Objective: Promote and preserve the floral and historical cultures within the City through the
Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the
Encinitas Historical Tour with each tour occurring annually on a rotational basis), the America
in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the
Community Wildlife Habitat Program, and other community-wide events.]
THE GARDEN TOUR. MAY 21. 2005 - Sub-Committee Members: Nan Sterman, Chair;
Chuck Ades, Heather Callaghan, Jean Coopersmith, Carolyn Cope, Edgar Engert, Juli Gillett,
Davielle Huffman, Peder Norby, Arlene Rosado, Sanford Shapiro, Keith Tumer, Evelyn
Weidner, and Cynthia Jones.
Davielle Huffman updated the committee on the upcoming Garden Tour, which would take place
on May 21,2005. She reported that the gardens selection was underway. The sub-committee
had five gardens confirmed and the group was looking at adding another three gardens. The
general location of the gardens was the Encinitas Highlands area.
Ms. Huffman also reported that Cynthia Jones had agreed to be the marketing person for the sub-
committee. Also, the group was still seeking sponsors to assist with items such as the double-
decker bus and the portapotties, and vendors were being sought for the Market Place.
THE AMERICA IN BLOOM COMPETITION - Sub-committee Members: Chuck
Ades, Chair; Scheduled for 2005

Chuck Ades reported that the America in Bloom Organization was holding the Awards Ceremony
and Symposium in Indianapolis, Indianna October 7 - 9, 2004. He suggested that it would be
beneficial if a representative from the committee attended the symposium because there would be
many educational opportunities available at the symposium. He indicated that some of the topics
included: Making history current, learning ways to find grants, soliciting sponsors.

City Manager Miller indicated that the City was looking at the possibility of sending Arlene
. Rosado to the symposium.
CERTIFIED WILDLIFE HABITAT COMMUNITY - Sub-committee Memben:
Davielle Huffman, Chair; Chuck Ades, Mark Huffman, Melanie Schwab, and Christina
Simokat.
Davielle Huffman reported that the City would be registered in September rather than August as
reported last month. Once the City was registered, workshops would be held. Also, the process of
certifying homes, businesses, and school sites would begin.
· HISTORYWITHOUTWALLS
[Objective: Coordinate, encourage, and publicize historical preservation, and develop an
Internet accessible "history at your fingertips" database.]
Sub-Committee Memben: Jim Clark, Carol Jensen, Lois Sunrich, Christie Kramer, Kenneth
Hayward, Mike Dillon, Billy Stern, Wendy Haskett, Lloyd O'Connell, Peggy Poorman, Jan
Grice, Irene Kratzer, Pam Walker, and Mayor Maggie Houlihan.

Mayor Houlihan reported that the sub-committee had agreed to work on the Hwy 101 Oral
Histories project through the Hwy 101 Association. The Hwy 101 Association had hired Kristi
Hawthorne as the coordinator of the project. An interview training session would take place on
September 16,2004 at 5:30 p.m. at the Old School House. Interested individuals should contact
Lloyd O'Connell with the Encinitas Historical Society.
· CULTURAL TOURISM MARKETING INITIATIVE (N~A GRANT PROJECT):
[Objective: Engage the arts groups, business groups, and the residents of Encinitas in a
coordinated effort to create a "marketing brochure and website" that would promote business
tourism and cultural arts within the City.]
Sub-committee Memben: Cristina Chacon, Chair; Kathleen Lees, Keith Turner, Peder Norby,
and Kathryn Gould.
Kathryn Gould reported that the sub-committee's name had been changed to "Envision
Encinitas." She indicated that the grant required public outreach in the development of the
project, so "envisioning" workshops had been scheduled for each community. The intent of the
workshops would be to generate ideas and thoughts about how to market the history, arts and
culture in Encinitas. The input collected from the workshops would be used to develop
marketing materials such as a brochure and a webpage design.
· LEUCADIA 101 IMPROVEMENTS
[Objective: Work with the Leucadia Mainstreet Association and the Planning Department to
help identify the first phase of improvements and the nature of the improvements that would be
contemplated in that phase; be proactive with the planning process and report back to the
. Cultural Tourism Committee.]

Kathleen Lees reported that Paula Kirpalani had agreed to serve as the Program Manager for the
Leucadia-Encinitas Hwy 101 Mainstreet Association.
ANNOUNCEMENTS
Julian Duval with the Quail Botanical Gardens announced that the development of the California
Gardenscapes Exhibit is underway and that the Annual Gala would take place on September 18,
2004.
Connie McIntire with the Encinitas Historical Society announced that the old bell from the Pacific
Elementary School site had been moved to the Old School House by an Eagle Scout.
Chuck Ades announced that the Square Dance Club would hold classes at the Encinitas Community
Center and that the annual Ruskin-Ades Labor Day party would take place on September 5, 2004.
Keith Turner, Encinitas Chamber of Commerce, announced that the Oktoberfest Celebration would
take place on September 26, 2004.

Paul Davis indicated that raftle tickets would be sold at the Oktoberfest celebration. A trip for two
to Munich would be raftled.
