Sub-committee Reports · ALONG THE EL CAMINO REf\L PROGRAM Objective: Re-create and install the original mission-style bells along EI Camino Real and Hwy 101. The sub-committee' s first priority is to work with the City to identify the sites for the bells. Sherry Smoot reported that the following improvements had been added to the Visitors' Center: Internet access was now available for visitors; merchandise from Hwy 101 Association, the Leucadia Mainstreet Assocication and the Downtown Encinitas Mainstreet Association was now available for purchase; the Community-wide Master Calendar of Events was up to date (e-mail event information to Sherry Smoot at sherry@encinitaschamber.com); and, the center was currently working on the Official City Street Map campaign. · CULTURAL TOURS/GARDEN TOURISM (Tours will rotate each year) Objective: Promote and preserve the floral and historical cultures within the City through the Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the Encinitas Historical Tour with each tour occurring annually on a rotational basis), the America in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Community Wildlife Habitat Program, and other community-wide events. · GARDEN TOUR - MAY 21,2005 Committee Members: Chairperson Nan Sterman, Chuck Ades, Heather Callaghan, Jean Coopersmith, Carolyn Cope, Edgar Engert, Juli Gillett, Davielle Huffinan, Peder Norby, Arlene Rosado, Sanford Shapiro, Keith Turner, and Evelyn Weidner. . Nan Sterman reported that the Garden Tour committee was continuing its work in signing up residents that were interested in having their gardens included in the tour. She also reported that the committee was working. on a logo. Additionally, Ms. Sterman indicated that the committee was looking for a volunteer recruiter. Kathryn Gould volunteered to help on the day of the event. · AMERICA IN BLOOM COMPETITION-ESTIMATED TIME-FRAME: SPRING, 2005 Committee Members: Chuck Ades, Arlene Rosado. No report. · CERTIFIED WILDLIFE HABITAT COMMUNITY- TIME-FRAME: ON- GOING EFFORTS Committee Members: Davielle Huffinan, Chair, Chuck Ades, Mark Huffinan, Melanie Schwab, and Christina Simokat. Mayor Houlihan reported that Davielle Huffinan was continuing to recruit certified habitats in the committee's ongoing efforts to certify the City of Encinitas as a Wildlife Habitat Community. . · PROMOTE THE COMPLETION OF THE COTTONWOOD CREEK AREAS AND ENCOURAGEMENT OF NATURAL HABITATS Objective: Provide input and serve as liaisons between the City Staff and the Cultural Tourism Committee to promote the completion of the surrounding areas of Cottonwood Creek and to encourage natural habitats in those areas. No report. · mSTORYWITHOUTWALLS Objective: Coordinate, encourage, and publicize historical preservation, and develop an Internet accessible "history at your fingertips" database. Committee Memben: Jim Clark, Carol Jensen, Lois Sunrich, Christie Kramer, Kenneth Hayward, Mike Dillon, Billy Stern, and Mayor Houlihan. Mayor Houlihan reported that Billy Stem had taken the lead in helping the subcommittee create the historical website. This would be a long-term project. · ENVISION ENCINITAS (NEA GRANT PROJECT) Objective: Engage the arts groups, business groups, and the residents of Encinitas in a coordinated effort to create a "marketing brochure and website" that would promote business tourism and cultural arts within the City. Committee Memben: Chairperson Cristina Chacon, Kathleen Lees, Keith Turner, Peder Norby, and Kathryn Gould. . Kathryn Gould reported that the Community Envisioning Workshops were held and that the subcommittee was pleased with the turn-out. Cristina Chacon reported that they received a tremendous amount of information from the workshops. The key questions asked during the workshops were summarized as follows: 1) What comes to mind when you think of the arts and cultural heritage of Encinitas? 2) Of all the things listed, which would you be most proud and anxious to share? 3) Think of a time when you were a cultural tourist or visitor in your own town or in another community. What were the favorable conditions that made that time memorable for you? 4) Look at the favorable conditions you have reported and look at the prioritized list of cultural "must see" sites or events. Would you agree that most of the conditions you have listed relate to your sites and events? Which ones do not? . Given what you believe are favorable conditions, are there any sites or events that you would choose not to promote in a brochure at this time? How receptive do you believe your community is to engaging cultural tourism at this time? Ms. Chacon indicated that once the subcommittee was ready to begin working with the brochure design firm, they would be able to see how each community felt about their neighborhoods. Nan Sterman suggested that whichever design firm was selected, that they be required to spend time in Encinitas so that they fully capture the essence of what was behind the terms derived from the workshops. · LEUCADIA 101 IMPROVEMENTS Objective: Work with the Leucadia Mainstreet Association and the Planning Department to help identify the first phase of improvements and the nature of the improvements that would be contemplated in that phase; be proactive with the planning process and report back to the Cultural Tourism Committee. No report. . · CREATION OF A RECOGNIZABLE BRAND/SYMBOL/ICON FOR THE SOUTHERN 101 GATEWAY OR MOONLIGHT BEACH Objective: Develop a process that would solicit proposals and suggestions towards the creation of a recognizable City brand, symbol, or icon. Committee Memben: Kathleen Lees, Cristina Chacon, Kathryn Gould, laVerne Shaw, Elizabeth Ritter, Sherry Smoot, and Joe Koch. No report. · CARDIFF 101 BEAUTIFICATION Objective: Provide input and serve as liaisons between the Cardiff Town Council and the Planning Department to develop beautification projects along Carpentier Parkway, the San Elijo State Beach Campground corridor, the Restaurant Row area, and the Rail Corridor. Committee Memben: Jim Clark, Davielle Huffman, Christie Kramer and Phil Cotton (as staff liaison). ANNOUNCEMENTS Mayor Houlihan announced that she was recently interviewed for a.Las Vegas radio show that promotes travel destinations. Paula Kirpalani announced that Hwy 101 was featured in last month's edition of Sunset Magazine. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1.
