CALL TO ORDER - INTRODUCTIONS Mayor Houlihan called the meeting to order at 8:36 A.M. Self-introductions were made. APPROVAL OF MINUTES - NOVEMBER 4~ 2004 MEETING Committee consensus to approve the Minutes of the November 4,2004 meeting. . ORAL COMMUNICATIONS None. REGULAR AGENDA 1. Sub-committee Reports · ALONG THE EL CAMINO REAL PROGRAM Objective: Re-create and install the original mission-style bells along EI Camino Real and Hwy 101. The sub-committee' s first priority is to work with the City to identify the sites for the bells. Committee Memben: Chairperson Keith Turner, Deputy Mayor Dan Dalager, Peder Norby, and Rob Blough (as staff liaison). City Manager Miller reported that Council approved funding the cost of the mission bells installation. Also, Peder Norby had received approval of the location sites for the bells that would be placed along Hwy 101. Once Ms. Betti returns from vacation, she and Mr. Norby would determine sites along EI Camino Real. The subcommittee anticipated that the installation would begin early next year. . 12-02-04 Action Minutes.doc Page 1 of 5 Minutes of the December 2,2004 Cultural Tourism Committee . · ENHANCEMENT OF THE VISITORS CENTER Objective: Develop a working plan with the goal of enhancing and improving the Visitors Center's current location, its programming, and its effectiveness. Committee Memben: Keith Turner, Sherry Smoot, Peder Norby, Arlene Betti, Jim Clark, Julian Duval, and Richard Phillips (as staff liaison). Sherry Smoot reported that a new visitor's center coordinator would begin work on Monday. Additionally, the center was looking into obtaining a new 24-hour information service. · CULTURAL TOURS/GARDEN TOURISM (Tours will rotate each year) Objective: Promote and preserve the floral and historical cultures within the City through the Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the Enciititas Historical Tour with each tour occurring annually on a rotational basis), the America in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Community Wildlife Habitat Program, and other community-wide events. · GARDEN TOUR - MAY 21, 2005 Committee Memben: Chairperson Nan Sterman, Chuck Ades, Heather Callaghan, Jean Coopersmith, Carolyn Cope, Edgar Engert, Juli Gillett, Davielle Huffinan, Peder Norby, Arlene Rosado, Sanford Shapiro, Keith Turner, and Evelyn Weidner. . Davielle Huffinan reported that the garden tour was on schedule for May 21, 2005. The subcommittee was currently working on the market place vendors. They were still looking for sponsors. Also, the group would go over the route with the double decker bus vendor to ensure that everything would run smoothly the day of the event. · AMERICA IN BLOOM COMPETITION-ESTIMATED TIME-FRAME: SPRING, 2005 Committee Memben: Chuck Ades, Arlene Rosado. Arlene Rosado reported that the subcommittee was in the planning and organizing phase. The America in Bloom judges would likely be here in the Spring. Ms. Rosado distributed a survey to the group. The survey would provide input on possible projects and locations to include in the competition judging. They would like suggestions for projects from the past, present as well as those planned for the future that the subcommittee could highlight for the judges viewing. Ms. Rosado indicated that they were forming a subcommittee to work on the judges tour and activities. . Ms. Rosado further reported that one of the benefits of the city participating in the competition is that it brought together many groups and organizations to help in the different areas. Some of the groups that the subcommittee was working with include the Art Guild, the Senior Center, and Miracosta College's Outreach Program. Cristina Chacon, Arts Coordinator, indicated that the brochure and website work that was being done for the NEA Grant project would fit perfectly in the competition. · CERTIFIED WILDLIFE HABITAT COMMUNITY- TIME-FRAME: ON- GOING EFFORTS Committee Members: Davielle Huffinan, Chair, Chuck Ades, Mark Huffinan, Melanie Schwab, and Christina Simokat. Davielle Huffinan reported that she was ready to submit the application to certify the community as a wildlife habitat community. Julian Duval and Dave Edinger from Quail Botanical Gardens and Andy Morrow with the Lagoon Conservancy had agreed to serve as advisors. Ms. Huffinan indicated that they still needed to get the schools involved. Mayor Houlihan suggested that she give a presentation at the School District Liaison Committee. · PROMOTE THE COMPLETION OF THE COTTONWOOD CREEK AREAS AND ENCOURAGEMENT OF NATURAL HABITATS Objective: Provide input and serve as liaisons between the City Staff and the Cultural Tourism Committee to promote the completion of the surrounding areas of Cottonwood Creek and to encourage natural habitats in those areas. Committee Members: Davielle Huffinan, Rob Wilder, and John Frenken (as staff liaison). . There was no report. · mSTORYWITHOUTWALLS Objective: Coordinate, encourage, and publicize historical preservation, and develop an Internet accessible "history at your fingertips" database. Committee Members: Jim Clark, Carol Jensen, Lois Sunrich, Christie Kramer, Kenneth Hayward, Mike Dillon, Billy Stern, and Mayor Houlihan. Mayor Houlihan reported that the group was still moving ahead with their work on the website. Also, the group was considering events to promote the project. · ENVISION ENCINITAS mEA GRANT PROJECT) Objective: Engage the arts groups, business groups, and the residents of Encinitas in a coordinated effort to create a "market}ng brochure and website" that would promote business2tourism and cultural arts within the City. Committee Members: Chairperson Cristina Chacon, Kathleen Lees, Keith Turner, Peder Norby, and Kathryn Gould. . However, the consultant should be available for the next committee meeting to give a . briefmg on the report. · LEUCADIA 101 IMPROVEMENTS Objective: Work with the Leucadia Mainstreet Association and the Planning Department to help identify the first phase of improvements and the nature of the improvements that would be contemplated in that phase; be proactive with the planning process and report back to the Cultural Tourism Committee. Committee Memben: Paula Kirpalani, Peder Norby, Cris Hicks, Rochelle Collier, Charlie Marvin, Patrick Murphy (as staff liaison). Paula Kirpalani reported that the first Leucadia 101 Mornings would take place on January 25, 2005 from 9:00 A.M. to 10:00 A.M. at Big Jim's. They would have an open forum and program. She also indicated that Senior Planner Tom Curriden would attend the meeting to discuss the streetscape project. Ms. Kirpalani also indicated that one of the group's goals was to tidy up the downtown Leucadia area. The group had met with Public Works and the Parks and Recreation staff to discuss a short-term landscaping project along the medium. Davielle Huffman indicated that the habitat stewards would enjoy volunteering on the project. . · CREATION OF A RECOGNIZABLE BRANDISYMBOLIICON FOR THE SOUTHERN 101 GATEWAY OR MOONLIGHT BEACH Objective: Develop a process that would solicit proposals and suggestions towards the creation of a recognizable City brand, symbol, or icon. Committee Memben: Kathleen Lees, Cristina Chacon, Kathryn Gould, LaVerne Shaw, Elizabeth Ritter, Sherry Smoot, and Joe Koch. There was no report. · CARDIFF 101 BEAUTIFICATION Objective: Provide input and serve as liaisons between the Cardiff Town Council and the Planning Department to develop beautiticJltion projects along Carpentier Parkway, the San Elijo State Beach Campground corridor, the Restaura,ntRow area, atld the Rail Corridor. Committee Memben: Jim Clark, Davielle Huffinan, Christie Kramer and Phil Cotton (as staff liaison). There was no report. . Deputy Mayor Dalager announced that the Starling Foundation held a 20-year reception for the Gold Medal Winners of the Olympics last year in Encinitas. The event went so well that the group would like to hold it again in town. They hope to include the Gold Medal Winners from the last Olympics. The event should take place in March or April, 2005. Dalager indicated that he, Keith Turner and Peder Norby would be working on the details. Mary Fran Riggs, Executive Director of the San Dieguito Heritage Museum, indicated that they just released a Newsletter. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1. Sub-committee Reports 2.
