2006-05-03 L' CITY OF ENCINIT AS YOUTH COMMISSION MEETING MINUTES MEETING DATE: May 3, 2006 4:30 P.M. 1. CALL TO ORDER/ROLL CALL Chairperson Berry-Blum called the meeting to order at 4:35 pm. Present: Chairperson Berry-Blum, Commissioners Felzer, Ogden, Vaccaro, Alcorn, Canchola and Ferreirae. Also Present: Recreation Supervisor Rubenstein and Administrative Coordinator Dakovich Absent: Vice Chairperson Prieto and Commissioner Lee and Micelli.. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS C/ None 4. CHANGES TO THE AGENDA None 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of AprilS, 2006. COMMISSIONER FERREIRAE MOVED, COMMISSIONER FELZER SECONDED TO APPROVE THE MINUTES OF THE APRIL 5, 2006 MEETING. MOTION CARRIED 7-0. 6. PRESENTATIONS l A. San Diego County Sheriff's Department - Internet Safety. Chairperson Berry-Blum welcomed Richard Kepler, San Diego County Sheriff's Department to the meeting. Richard Kepler thanked the Commission for the opportunity to present information on Internet safety. He distributed a brochure and reference page on Internet safety and noted the importance of both children and their parents learning how to protect themselves on the Internet. He further emphasized the importance of parents being aware and involved in their children's Internet use. $A-l .......,.li;. !,v...:~ 'j _'-'<t lIiE! c C~. l He advised there are approximately 77 million children using online services and while some states have laws to protect children online, many laws need to be updated. He requested any comments or questions on Internet safety. Commissioner Ogden asked if the site MySpace was a safe site. :~' . Richard Kepler noted the site was not entirely safe and suggested limiting input of personal information. Commissioner Canchola requested information on Web Blogs. Richard Kepler advised that Web Blogs are easily accessible by all Internet users and again emphasized the importance of limiting personal information. Chairperson Berry-Blum requested information on the safety of Face Log (a college age site). Richard Kepler advised the importance of limiting all personal information, and noted there are no totally secure settings, anything can be by-passed. Commissioner Canchola noted college applications are online and schools had requested that responses be online as well. Richard Kepler suggested applicants respond bye-mail, if possible. Recreation Supervisor Rubenstein inquired as to the safety of a land line or cell phone. Richard Kepler advised that addresses were easily obtained using land line telephone numbers, however, cell phone addresses were more difficult to locate, but not impossible. The Commission thanked Richard Kepler for his presentation. 7. OLD BUSINESS 8. 5 A-1- A. Status Report on Current YouthfTeen Activities (Teen Trips, Open Gym, Open MIC, etc.). Chairperson Berry-Blum noted that Open Gym would be held May 6 and 20, Open Mic will be held May 19, and distributed flyers on teen activities that include Summer Dance Parties and Jr. High Baby-sitter Training. Commissioners Chairperson Berry-Blum requested the Marketing Subcommittee meet with her after the meeting. She noted that Vice Chairperson Prieto and Commissioners Alcorn, Vaccaro, Canchola and Felzer would be attending the upcoming Youth Summit to be held in Oceanside on May 13, and reminded Commissioners to wear their Commission sweatshirts and nametags. Commissioner Alcorn advised that the Teen EXPO held at La Costa Canyon High School on April 18, 2006 was a true success. Commissioner Ogden noted a friend had attended the last Open Mic night and really enjoyed the music. Commissioner Canchola advised a group of San Dieguito Academy students have plans to replant the school garden area with native plants. She also advised the San Dieguito Academy prom will be held May 20. Chairperson Berry-Blum advised that traditionally the Youth Commission goes dark in July and August, with meetings resuming in September. She further suggested that a park tour and dinner could be scheduled for the September meeting. She noted this suggestion will be agendized for the June meeting and a vote will be taken. B. Staff Recreation Supervisor Rubenstein distributed Youth Commission applications for the next term, and reviewed dates for applications to be returned together with dates for City Council interviews and appointments. She noted current Commissioners will remain on the Commission through June, with new Commissioners appointed by August. She also distributed a copy of the updated City Profile. 10.
