Surveying .....__.----~"'--~" '--, i 'I " \ ~ \ '" ; " August 18, 1998 City of Encinitas Engineering Department RE: SUPPLEMENTAL HYDROLOGY REPORT - MILLER SUBDIVISION DESERT ROSE WAY - CITY OF ENCINITAS TM 91-198 Gentlemen: Please allow this letter to serve as a supplemental hydrology evaluation for the subject subdivision. First, it is important to note that the on-site pad-grading plan has been deleted, as this plan was required to go through design review by the Planning Department. Since it was not a requirement of the Tentative Map to provide or show pad grading to record the [mal map, it was decided to process the pad grading plan under a separate permit application, which will be forthcoming in the next couple of days. Therefore, since the 1 DO-year lines of inundation have been approved pursuant to a previous plan check, the only remaining item of concern was the drainage on Desert Rose Way. Attached is a hydrology map and calculations basically showing that all the water that flows onto Desert Rose Way, as it pertains to the subject T.M., is adequately handled and does not overflow the curb and/or berm. The basins around Desert Rose have been divided into three sub-basins with the following summary of our evaluation. DESIGN POINT NO.1 (D.P. #1) The intersection of Desert Rose Way, "C" Street, and 14th Street has been designed to route all the water from this basin to the draina~e structure( s) that were built for the Olivenhain Estates Project. The water from 14 Street is routed around the curb return and down "C" Street towards the "sag" condition in said street. Of course all of "C" Street's drainage is routed to the same location. Therefore, the only real drainage affecting Desert Rose Way is from the other two basins. 132 N. EI Camino Real, Suite N . Encinitas, CA 92024 Fax/Phone 760-942-8474 , , ' ,I .) -------, i j [i " . . ~ DESIGN POINT NO.2 An analysis was performed to determine if the 100-year drainage could be handled by the north side of Desert Rose where 10 feet of pavement and a 6" berm are being constructed. Based on the attached analysis, using a Q I 00 of 2 times the area in acres, which is fairly conservative, it is apparent that all of the drainage would remain on this side of the road. The curve area was checked and it also can handle the flow without "jumping" over to the other side. Therefore, the south and east side of Desert Rose calTies only the water that falls on that side of the road. By inspection, the pavement road and rolled curb on this side of the road will be adequate. DESIGN POINT NO.3 Finally, the last length of Desert Rose is straight and can also handle the flow based on the attached calculations. This water is then routed to the existing culvert under Deselt Rose and ultimately, down to the "creek". The entrance to V alleys ide Lane was designed to be slightly higher than Desert Rose in order to keep the drainage on Desert Rose and not routed on-site. In summary, it is our opinion that the improvement plans for the subject subdivision can adequately handle the anticipated drainage. A more detailed analysis of the on-site conditions will be addressed upon submittal ofthe overall site grading/drainage plan. As Engineer of Work for this project, we respectively request your acceptance of this hydrology evaluation for Desert Rose Way. Again, the evaluation ofthe on-site drainage will be address when the overall pad-grading plan is submitted.
