Gentlemen: In accordance with your request and authorization, Earth and Environmental Engineering Inc. is pleased to provide this limited geotechnical investigation of the subject site. This report is specific to the area proposed as a borrow area pad, Tract No. 4400 as indicated on the referenced plan prepared by Dudek & Associates,Inc. This limited geotechnical investigation is based on review of available geologic data, recent site reconnaissance, and our field exploration performed on June 12, 1996, consisting of the exploration of four backhoe trenches to evaluate general subsurface conditions. It is important to realize that site grading may encounter conditions which vary from those described. Summary of Site Conditions The subject site is vacant and sits on a relatively gently sloping hillside. Site conditions appear to be unchanged since our subsurface exploration other than burn off by the recent fire. The subject pad area is underalin by relatively shallow bedrock of the Santiago Peak Volcanics and possibly sedimentary rock of the Santiago Formation covered with a variable mantle of topsoil. Plate 1 indicates the locations of test trenches. Also enclosed are the Logs of the four test trenches excavated in the subject pad area. It is our opinion, based upon our limited geotechnical investigation, that this report presents a reasonable over view of general site conditions. The recommendations offered herein should be followed during site grading. Site Clearing & Demolition Areas to be graded should be cleared of vegetation at the beginning of site earthwork. If large trees are present, where they fall in graded areas, removal will be necessary. Heavy root zones may be present necessitating hand picking of roots during grading. Offsite disposal of organics should be anticipated. Removals & Corrective Grading The natural soil mantle appears fairly thin, perhaps less than four feet. Some areas are likely to have less than two feet of loose compressible soil. All loose and compressible materials should be removed and recompacted in areas to receive fill or in structural areas. We feel it likely that removals will vary from two (2) to four (4) feet. Oversize Materials It is anticipated that oversize rock materials will be encountered during grading. Provisions should be made for hauling of oversize materials offsite. These materials could be placed in fills ifbroken into should be considered. Refer to Grading Guidelines for rock burial attached with this report. Expansive Soils Laboratory expansion tests were not performed on selected samples. However, our past experience with similar soil types indicates that high expansive soils should be anticipated. Slopes Typically, cut and fill slopes to the heights proposed, and of the types of materials encountered on site are found to have acceptable factors of safety. Slope stabilization due to adverse geologic structure is not anticipated. However, slopes in alluvium, exposing excessive topsoil or if adverse geologic conditions are encountered, could require corrective work. Earthwork Construction Earthwork Construction should be performed in accordance with the requirements of the City of Encinitas, the Uniform Building Code, and our typical Grading Guidelines. The Grading Guidelines outline the general construction procedures for earthwork construction. Site specific situations and conditions often arise which are not discussed in general guidelines, when anticipated these are discussed in the text of the report. The £3 Offsite Pad- Tract No. 4400 Encinitas California March 21, 1997 W.O. 159-CA PAGE 3 Guidelines are intended to assist the contractor to more efficiently complete the project by providing a reasonable understanding of the procedures that would be expected during earthwork and the testing and observation used to evaluate those procedures. However, unanticipated conditions often are encountered during site construction that require additional evaluation and consultation. Included within the Grading Guidelines is a section addressing "Job Safety" . Utility Trench Construction and Backfill Utility trench excavation and backfill is the contractors responsibility. The geotechnical consultant typically provides periodic observation and testing ofthese operations. While, efforts are made to make sufficient observations and tests to verify that the contractors' methods and procedures are adequate to achieve proper compaction, it is typically impractical to observe all backfill procedures. As such, it is critical that the contractor(s) use consistent backfill procedures. Trenches for all utilities should be excavated in accordance with CAL-OSHA and any other applicable safety standards. Safe conditions will be required to enable compaction testing of trench backfill. 1. All utility trench backfill in slopes, structural areas, streets and beneath all flat work or hardscape should be brought to near optimum moisture and compacted to at least 90 percent of the laboratory standard. Neither flooding nor jetting is recommended for native soils. 2. Care should be taken not to place soils at high moisture content within the upper three feet of the trench backfill in paved areas, as overly wet soils may impact sub grade preparation. Construction Observations This office should be notified in advance of any site construction including rough grading, additional fill placement, regrading of the site, trench backfilling or retaining wall backfilling. Efforts will be made to accommodate all requests for field observations in a timely manner and can usually be accommodated with 24 hour notice. However, at least two (2) full working day advanced notice may be required to schedule our personnel for any field observations, five (5) day advanced notice is needed for full time services. Failure to provide adequate notice may result in our personnel not being available and delays to the job progress. £3 Offsite Pad- Tract No. 4400 Encinitas California March 21, 1997 W.O. 159-CA PAGE 4 POST CONSTRUCTION CONSIDERATIONS Landscape Maintenance And Planting Water has been shown to weaken the inherent strength of soil, and slope stability is significantly reduced by overly wet conditions. Positive surface drainage away from graded slopes should be maintained and only the amount of irrigation necessary to sustain plant life should be provided for planted slopes. Overwatering should be avoided. Care should be taken when adding soil amendments to avoid excessive watering. Leaching as a method of soil preparation prior to planting is not recommended. Graded slopes constructed within and utilizing onsite materials could be erosive. Weathering may increase the potential for erosion and or shallow slump features. Eroded debris may be minimized and surficial slope stability enhanced by maintaining a suitable vegetation cover. Plants selected for landscaping should be light weight, deep rooted types which require little water and are capable of surviving the prevailing climate. An abatement program to control ground burrowing rodents should be implemented and maintained. This is critical as burrowing rodents can decreased the long term performance of slopes. Drainage The need to maintain proper surface drainage and subsurface systems can not be overly emphasized. Positive site drainage should be maintained at all times. Drainage should not flow uncontrolled down any descending slope. Water should be directed away from foundations and not allowed to pond or seep into the ground. Pad drainage should be directed toward approved area(s). Positive drainage should not be blocked by improvements. Owners should be aware of potential problems that could develop when drainage is altered through construction of retaining walls, flatwork or other improvements. Even apparently minor changes or modifications can cause problems. It is the owner's responsibility to maintain and clean drainage devices on or contiguous to their lot. In order to be effective, maintenance should be conducted on a regular and routine schedule and necessary corrections made prior to each rainy season. Footing trench spoil and any excess soils generated from utility trench excavations should be compacted to a minimum relative compaction of 90 percent if not removed from the site. LIMITATIONS The materials observed on the project site appear to be representative of the area; however, soil and bedrock materials vary in character between excavations and natural outcrops or conditions exposed during site construction. Site conditions may vary due to seasonal changes or other factors. Earth and Environmental Engineering, Inc. assumes no responsibility or liability for work, testing or recommendations performed or provided by others. Since our recommendations are based on the site conditions observed and encountered, with no laboratory testing, our conclusion and recommendations are professional opinions which are limited to the extent of the available data. Observation during construction are important to allow for any change in recommendations found to be warranted. These opinions have been derived in accordance with current standards of practice and no warranty is expressed or implied. Standards of practice are subject to change with time.
