In accordance with the request of Mr. James Brawley, the contractor for the project, we have
provided geotechnical observation and testing services for the subject project.
A one (1) foot (approximately) wide strip of asphaltic concrete and base along the outer portion
of the Pacific Coast Highway, within the Project limits, was removed and transported by truck
to an off-site location. The sub-soil observed within the subject excavated area, during our site
visit on August 13, 1992, generally consisted of orange-brown silty sand and orange-brown
weakly to moderately cemented silty sandstone.
Backfill operations were performed, in the subject area at the project site, on Thursday August
13, 1992. As observed during our part-time site visits, backfilling, for the curb improvement,
was performed, in general accordance with the recommendations provided by a representative
of this firm. During backfill operations, sub-grade soils under the street curbs and gutter were
scarified to a depth of six (6) inches, moisture conditioned and compacted, to at least ninety-five
(95%) percent relative density (ASTM DI557-78).
Compaction testing operations for the subject project were performed intermittently on Thursday,
August 13, 1992. Field density tests were performed in accordance with ASTM D1556-82
(Sand Cone Method). Our test results indicate that the sub-grade soils underlying the street curb
and gutter have been compacted to at least ninety-five (95 %) percent relative compaction, as
determined by ASTM DI557-78. The reported field density test results are representative of the
soil conditions at the locations tested. Our observation and field density testing methods are in

accordance with normally accepted procedures. The accuracy of the relative compaction values
are subject to the precision limitations of the ASTM test methods.
The accuracy of the Maximum Dry Density Determination (ASTM DI557-78) is addressed in
the 1985 Annual Book of ASTM Standards, Volume 04.08, Section 4, entitled Soil and Rock:
Buildin~ Stones. To date, ASTM has not reported on the accuracy of the field density test
procedure (ASTM DI556-82). Variations of the relative compaction values should be expected
laterally, and vertically, from the actual test locations.

In general, it is our opinion that the fill soils placed at the subject project, at the locations tested,
were compacted to a minimum of ninety-five (95 %) percent relative compaction (based on
ASTM DI557-78).
We recommend that any additional fill placement be observed by a representative of this office,
to assure that construction is performed properly. We request a minimum notice of twenty-four
(24) hours, prior to any observations, so that proper scheduling of our personnel can be made.
If variations of site conditions are encountered during construction, this office should be notified,
so that appropriate recommendations or design changes may be implemented.
