Dear Mr. Longobardi: This report presents our review of the project site and proposed grading plans, and our updated geotechnical recommendations for site development. The site consists of Lot 3 of the Bumann Ridge subdivision, Map 12886. The lot was graded with the rest of the subdivision in 1993 and now consists of a relatively level building pad on the western two-thirds of the lot, and a steep natural hillside on the eastern third of the site. Slope stability constraints were addressed in the referenced Preliminary Geotechnical Investigation in 1990, and a geologic setback was established. Current grading plans show only minor grade changes, with about 3Y2 feet of cut and fill proposed. SITE PREPARATION Our reconnaissance indicates that site conditions have not changed significantly from those described in the As-Graded Geotechnical Report of 1994. LARRY LONGOBARDI DECEMBER 4, 1995 PROJECT NO, 0276-001-00 DOC, #5-0618 PAGE 2 No special site preparation is considered necessary other than the normal scarification, moisturizing, and recompaction of the upper 12 inches of soil in areas to receive structures, slabs, pavements, or additional fill, FILL COMPACTION All fill and backfill to be placed in association with site development should be accomplished at slightly over optimum moisture conditions and using equipment that is capable of producing a uniformly compacted product. The minimum relative compaction recommended for fill is 90 percent of maximum density based on ASTM 01557, except as modified in previous paragraphs. Sufficient observation and testing should be performed by Geotechnics Incorporated so that an opinion can be rendered as to the compaction achieved. Imported fill sources, if needed, should be observed prior to hauling onto the site to determine the suitability for use. Representative samples of imported materials and on site soils should be tested by the geotechnical consultant in order to evaluate their appropriate engineering properties for the planned use. During grading operations, soil types other than those analyzed in the geotechnical reports may be encountered by the contractor. The geotechnical consultant should be notified to evaluate the suitability of these soils for use as fill and as finish grade soils. GEOLOGIC SETBACK We have evaluated the geologic setback with regard to slope stability. The setback as shown on the referenced grading plans conform to our recommendations. This setback is located about 65 feet west of the southeast property corner, along the southerly property line, and about 63 feet west of the northeast property corner along the northerly property line. No structures or fill should be located downslope of this setback without specific analysis and recommendations from a geotechnical consultant. FOUNDATIONS The referenced As-Graded Geotechnical Report provided recommendations for post-tensioned slab foundations for the Bumann Ridge project. As requested, we are providing alternative design parameters for conventionally reinforced foundations and on-grade slabs. Geotechnics Inco.'po."ated .. ,,- MR. Minimum Footing Width: 12 inches Minimum Footing Depth: 18 inches below lowest adjacent finish grade. On-Grade Interior Slabs: Should be at least 5% inches in thickness, and should be reinforced with at least #3 rebars on 18-inch centers, each way. Vulcan Avenue Encinitas, CA 92024 RE: LONGOBARDI RESIDENCE GRADING PLAN - HYDROLOGY LOT 3, MAP 12886 Dear Mr. Knoll: The purpose of this letter is to address the impacts of storm runoff on the development of lot 3 as shown on the above mentioned Grading Plan. The "Hydrology and Hydraulic Report for Bumann Ridge" prepared by Pasco Engineering in February 1992 addresses the overall subdivision runoff, Since site conditions have not changed since February 1992 and the development of Lot 3 was anticipated in the preparation of the above mentioned report, it is the professional opinion of Pasco engineering that the surface drainage as proposed on the above Grading Plan is sufficient to intercept, contain and convey QlOo to the cul-de- sac of Rosemary Court. (See the February 1992 Hydrology Report attached). The construction of fill slopes out to the open space line and the proposed small lower pad as shown on the Grading plan necessitate the use of yard drains, pipes and energy dissipaters to collect storm flow and then spread it out again to resume the natural sheet flow condition down the existing bluff. New Hydrology and Hydraulics (see calculations attached) show that QlOO = 0.04 cfs and is 100% intercepted by the proposed 6' x 6' yard drains. QlOo is then conveyed in 4" PVC down the proposed 2: 1 slope to a plastic distribution box with 2-4" outlet pipes 1.5' long. QlOO is then allowed to flow out through the stub pipes at a velocity of 1.7 ft/sec and a depth of 0,10 feet into a rip-rap bed 2 feet wide and 5 feet long where it can spread out and slow down further, to levels that will not cause erosion beyond that which would have occurred naturally. It is the professional opinion of Pasco Engineering that the drainage system as proposed for the small pad will adequately intercept, contain and convey Q1O0 to the proposed energy dissipater that will serve to spread the drainage out and slow it further to non-erosive levels. I. INTRODUCTION The subject property Encinitas TM 90-073 known as APN 265-026-14 is a 6 lot subdivision map located on the easterly extension of 7th street on a private road known as Rosemary Lane. The site contains 5.75 acres and is situated geographically near the summit of a gentle ridge which bears north and south. The easterly portion of the site slopes steeply towards the Escondido Creek which lies easterly of the project. The purpose of this report is to analyze the hydrologic characteristics of the proposed grading for single family dwellings on Lots l, 2, 5 and 6. Lots 3 and 4 are not intended for development at this time. However, the effect of a stockpile over Lots 3 and 4 will be analyzed with consideration for the future development. II. DISCUSSION In the existing condition runoff from the subject property sheet flows easterly and westerly from the ridge line which runs through the site. The road improvements per TM 90-073 Drawing No. l035-R have been designed to carry most of this water, in the street, easterly to a catch basin at the Cul-de-Sac for Rosemary Lane. A 12" storm drain system then conveys this water to a private desilting basin at the southeast corner of the site. A spillway allows water to exit the desilting basin towards Escondido Creek. This study analyzes the proposed building sites for Lots 1, 2, 5 and 6 and verifies pipe sizes for the small rear yard basins with garden drains. Most of the drainage for these lots ends up in the street system. The stockpile area as shown on Lots 3 and 4 has been designed with a small desilting basin and a precast Brooks Box will act as a standpipe in the current condition and will be adjusted to grade at a future date to accommodate final development. Although no final development plans for this area have as yet been designed, a pad elevation of 101.00 feet would allow for surface drainage on Lot 3 down the panhandle to the street. . . III. CONCLUSION The existing street and storm drain system can pass the 100 year storm flows. Development of Lots 1, 2, 5 and 6 does not create any signifigant hydrologic impacts. The desilting basin on Lot 4 allows for protection from erosion and siltation on the stockpile over Lots 3 and 4 while allowing flexibility in the future design of these lots. The creation of the stockpile over the development area prevents future erosion on the steep slopes on the easterly portion of the site. .
