This study is in supplement to the previous study of November, 1992. Since the previous study, this property has been graded. Field survey of the graded property was made by San Dieguito Engineering. A service road has also been built; it has a 84" concrete culvert for cross drainage. The future corral will be raised by 6 inches. Those cross sections affected by the grading are shown in attached figures. Input/ output listings of the hydraulic computation are attached to this letter. The computed water-surface profile 'for the graded conditions is also shown in an figure together with the profile before the grading from the previous study. The comparison shows that the grading and service road has resulted in higher water-surface elevations on parts of the Mayos property. November, 1992 8 8 HYDRAUliC STUDY FOR ESCONDIDO CREEK TRIBUTARY AT THE MAYOS A hydraulic study has been made for a tributary of Escondido Creek at the Mayos, see attached map showing the property boundary and cross-section locations. Flood hydraulics for the channel is evaluated for the existing conditions and for future conditions with High'ray 680 in place. The proposed highway has its stream crossing on Mayos' property as shown in the figure. The Mayos are also interested in building a barn on a pad area located on the south bank of the main channel near Sections 75 and 200. The hydraulic study has the following objectives: (1) to provide the 1O0-yr flood level for Mayos' property, (2) to determine the feasibility of building a barn on the pad. A previous study was made by the same consultant for this tributary of Escondido Creek. That study entitled "Hydraulic Study for Stream Channel at Olivenhain Farms" prepared in January 1991 is on file at the City of Encinitas. The hydraulic computations of that study cover the èreek from the Escondido Creek confluence to Brookside Lane and beyond. The present study extends the previous study upstream to cover Mayos' property and beyond. The downstream limit of this study at Section 0 is the upstream limit of the previous study at Section 13. The 1O0-yr flood level at this location was obtained in the previous study to be 98.34 feet. Hydraulic computations have been made using the HEC-2 program by the U. S. Army Corps of Engineers. Based on the 100-yr flood of 1,700 cfs, the channel is modeled for the existing conditions first. The computed flood levels are found to be barely above the pad area. It was therefore decided to determine the effects if this area is filled to a level above the computed flood elevation. With this l~d fill, the floodplain is encroached to the edge of the main channel. The effects of encroachment are also computed using the HEC-2 model. 1 8 8 Cross-sectional profiles used in this study are plotted and included. Input and output listings of the HEC-2 computations are included in the report. The computed water-surface profiles are shown graphically. It can be seen that raising the pad area will cause small rises - ~. in flood levels. Such rises are very small; they are within the one foot limit allowed by FEMA. The rises are also limited to the property owned by the Mayos, with no other properties impacted. For these reasons, such a landfill and encroachment of the floodplain meet the FEMA criterion. Thefproposed Highway 680 will affect the flood level on the upstream side of the highway embankment as depicted in the figures.
