CALL TO ORDEWROLL CALL Chairperson Crosby called the meeting to order at 7:08 p.m. Present: Chair Harold Crosby and Commissioners Arnie Lewin, ~hristoPber Hall, Tracy Bidwell. I Absent: Deborah Muzzy Also Present: Rob Blough, Traffic Engineer, Sgt. Bunny Campbell, Sheriffs Department, and Teri Nava, Office Specialist. 2. Approval of Minutes - June 28, 1999. Commissioner Hall moved and Commissioner Bidwell seconded to approve the minutes of June 28, 1999 as submitted. Approved 4-0. 5A-l . . . 6. NEW BUSINESS A. Presentation by City Attorney on the Brown Act and conducting a public meeting City Attorney Glen Sabine provided the history, basic law, miscellaneous issues, and discussed violations of the Brown Act. . B. Alternative modes of transportation. Citizen JudY,Burlfein of 1145 Stratford Dr. presented her vie4s on alternative transportation. This included the area of EI Camino Real c . dor including Encinitas Ranch and Coast Hwy 101. C. Fortuna Ranch Road/Bumann Road and Fortuna Ranch Roa estern Springs Road All-way Stop Study. . Traffic Engineer Blough presented the staff report recommeniling the Tr 1'"1 c Commission deny the request for an all-way stop at both the intersections o;r;ortuna Ranch Road/Bumann Road and Fortuna Ranch Road/Western Springs Road. The following spoke in favor of measures to. control speed on Fortuna Ranch Road: Norm Karel, 3379 Fortuna Ranch Rd., Chris Connolly, 3306 Bumann Rd., Rebecca Karel, 3379 Fortuna Ranch Rd., Danna Korn, 3527 Fortuna Ranch Rd., Chris Kirkorowicz, 3551 Fortuna Ranch Rd., and Jerry Bode, 3457 Bumann Rd. Commissioner Hall moved to adopt staff recommendation and direct staff to incorporate an enforceable speed limit on Fortuna Ranch Road. Commissioner Lewin seconded. Motion carries: 4-0. ¡ I D. Mackinnon AvènuelBurkshire Avenue All- way stop Study I I Traffic Engineer Blough presented the staff report recommending ~at the Traffic Commission deny the request for an all-way stop at the intersection of Mckinnon Avenue and Burkshire Avenue. Staff recommended that the vegetation located t the northwest corner be removed to improve sight distance. I The following spoke in support of an all-way stop at Mackinnon .JvenuelBurkshire Avenue: Kathryn Harrison, 664 Burkshire Avenue, and Linda Claaseen, t 716 Mackinnon Avenue. Those opposed to an all-way stop but expressed concerns about the speed: Michael Cemper, 1804 Mackinnon, David Ledinsky, 1814 Mackinnon Avenue, Leslie Welsh, 1814 Mackinnon Avenue. Commissioner Bidwell moved to accept Staff recommendation to deny the request for an all-way stop at the intersection of Mackinnon Avenue/Burkshire Avenue and 5A-2 . . . I further recommended the vegetation located at the northwest corne1£e removed to improve sight distance. Staff was also directed to explore other traffic calming measures around this intersection.
