of Californfa, More particu2arly known as the "Wright Aet" prescribes
that on or bePore the fi:st Monday in August of each yeer the assessor
must complete his assessirient book and deliver it to the secretary of
the Board of Directors, eho must f*nraedistely give notioe thereoP, and
the time the Board of Directors, acting as e Board aP Equ8lization
will meet to equalize assessments, by publication in a neRSpaper pub-
lished in the District for not less than twenty days frorn the first
publicat3on end that Lhe seid book must remain in the off'f.ce of the
