CARDIFF IRRIGATION DISTRICT , HELD AT THE OFFICT OF THE DISTRICT.
IN THE FLAT IRON BUILDIRG OF CARDIFF, COUNTY OF SAN DIFGO, STATE

- The President called the meeting to order. The Secretary resd the
minutes of the previous meeting of February 6th,1917 also, the min
utes of t-he meeting of the Board,February 1P,15,1917 to canvabs
the returns of the General election of February 7,1917.
These minutes rere dul:t. avproved.
The Board then proceeded to organi ze. Mr. -1. Frank Culien
Nas nominated for President of.the Board and a vote being taken
he was unanimously elerted. Mr. J.L.Minney Was norinat.ed far
secretary of the Board and a vote being taken he was unani-.
mously-elected.
- The bonds of the Assessor, Tax Collector and Treasurer
were fixed $5,000 for Assessor, t5,000. for :ax Collector,
and $10,000• for Treasurer. C.A.Hurssell, who occupies the
combined offices presented bonds of the MarylandCsBUSlty Company
as directed and same were-approved and ordered filed Aith the
secretary as required by law.
Mr. E. E. Young,- J. Frank Cullen and J.L.Minney having
deposited bonds of the Maryland Casualty Co., as required by
law, in the sum of five thousand dollars each, said bonds hav_
ing been approved lry Hon• Q. N. Andreqs, Judge Superior Court
~ of San Diego County, Rere ordered to be retord*d tiy the County
Reeorder of San Diego County, whieh the Secretary stated had

pass on your proceedings for a bond issue of $7b,000. It is
alRays a laborlQas and difPicult thing to pass upon the valid-
_ity oP irrigation district bondF proceedings, and there fs the
same labor involved whether the amount of bonds is large or smaYl.
Our fee for the services you suggest would be $7S0, Rhich wou2d
include examination of all pro.ceedings to date, supervision of the
eleetion proeeedings and of the bond issue, and giving the purchae
er a certificate of our opinion as to the validity of the bonds.
If you inform us that these terrns are acceptible, rc
we will.at once advise you of the documentsnecessary to be sur_

. Dear Sirs:..
Pursuant to your instruations I have viaited the above named
district, egamined the visible water supply, and studied report
and plans submitted by the district engineer, Mr.J. F. Cnvert.
The plans contemplate the a.cqufsition of a tract of valley Iand
through which the c•hannel of Esconditio Qreek rneanders, and which
81ppest►sntolhold a considerable bod of '
y percolsting water from tMe
stream; to sink Ne118 in this land and install pumps to raise the
Rater Eo~th6z:sur,P$eem; to pipe the water by gravity to a point rna
near the distrlet, and to pump it thence to a reaervoir at the
highest point of the district Prom which it Aill be distribuited
in nipes.
The district owns a small plant from Rhich it abtains domestf.e
trater.
The district has developed a partial supply as follors:
3 wells have been bored, -
? wells were tested, furnished "70 gallons per min-
titQ,
5 Re11s estimated to f~zrnish 400 gallons per mfnutr
400 g.p.m. continuous pumpin a l~7g,000 gallons in ?4 hours,
or 44 miners inches (4." head~.

< Encinitas, which the district owns, total 48 miners inehes.

The district contains 700 acrss. If 90f,or 630 acres,takes Rater
~ at one tir~e or~ the _ same Basis it would have enough to allow 10f
fB~ losses.
This office , some;time a~o sugg~sted that the district ought to
~ have a reservoir in ~hich to store surplus ~ater to carry it over
any time of drouth when the under~round supply might be depleted.
The en~ineer reports that a site for storing 17'~0 acre feet has
been found but fails to describe its losation or estir~ate:~its cost
The estia~ated cost^of the ~orks, as planned is ~9!~,7~9. or say,
'~7'6,Cq0, not including the storage reservoir.
A bond issue to produce that amount would have to be about
$84,000. or ~1P,0 an acre.

, This~sppears to the writer to ~e too ~reat a burden ±o rlace u~..
on the dis~rict at this time, an opf~h~o~t ~hich is concurred in by
tissistant State Engineer, S. W. Curtis.
Attention i~ called to t~e item in t~e estimate of ~30,000 for
~rater rights and ~vater bearing lends.
The writer suggests that effort be made to ~ease the lands and wa~
.ter rights for a term of years pith tY~e r~.ght to purchase.
If thi s could be done by the payment of ~a, (!~►0 or ~10, 000 .it ~ould
cut t~e requisite bond issue down to ~95 or ~p0 an acre, which is
probably as much as Rould find favor witY~ the bond commission.
In this connection, it~may be stated th8t there appears to be some
~ gro~nds for fear that ~,f the ground ~aaters are depended upon for ~
the `f1~11 development af the df strict ~hen the maxir.~um draft uoon
the wells is maintained during a dry season the water table ~ill ~
be dra~n down so lo~v as to admit salt w~ter. But if the district
can be developed ~fth the supply no~~apparently available, it Rill
then have values enougM to r~arrartt the acquisition oP an addition~
supply by storage,as Rell as the purehase.of the water bearin~
lands.

T~e conclusions drawn Prom personal examination of the district
and the study of data flirnis~ed by the distrfct en~;ineer are as
follows:
That the dist'rict has an area of about 700 acres;
That the d~strict is susceptible oP a high degree o2' develop.. ~
ment ur~der irrf~ation;
That the present supp2y of water is suPficient for the develo~..
ment of or~e-half to two..thirds of the di~tr3et; ~
- That suah quantity Nill be sv.fficient for the requirements of the
. - distr3et Por several year~;
That the estimated aost oP works, includi ~ater rights and
w~ter bearing lands, will be ~'T6,000, ~vhi~, Rith probable bond
diseount will amount to ~84,000, or ~12,0 an acre;
That it appears that additional and suPPic°ient wster ~'o.~ the en-
tire district is available,for the district at additfo~l cost;
That if arrangements ean be made to lease the Aater rfghts and
~ ~iater bearfng lands for a term of years ~rith the privilege of
bmying, the initial cost of the works map be reduced to about
~~0 or ~8"~ an acre.

I t appears from the report of the State Engf neer,Mr. W. F. bdeClurQ
snd the report of the Engineer of the CardifP Irrigation Dist-
rict, J. F.Covert , that the supply in the Cardiff rater shed
is suf°ieient for the District. And the proiect Prom said rerort
seems to be fess.3113e. Therefore it is of the opinion of the BoarB
that the pro3ect is feaaible and it is convinced that the surply
of water is sufficient for the project andt?hhat said
project
will require bonds to the amount of $60,000. THEREFORE BE IT AND ;
HEREBY IS ORDERED that bonds shall be issued to the amount of
~60,000.
