before he would recomrnend a bond issu e he desired to have experimental
we11s driven to deraonstrate the presence of water in Escondido Creek
in sufficient quantitf to supplv said district adequately.

A motion was made by E.Youna that J. Frank Cihllen ZArith
the assistance of John Covert cor.fer ivith ':~.P,.Hall, a well driller
of E1 Cajon with reference to drilling wells for Cardiff Irri?ation
District on certain lands lying on the Escondido CreeYi, to meet
the requirements of the ;tate N'n`ineer. This was duly seconded by
J. L. N.inney and carried.
A motion was made by J. Frarlk Callen that J. L. 11inney,
be appointed Secretary of the Cardiff Irri`ation District and to
beoin the duties of his office September lst, 1916, this motion was
duly seconded and carried.
A motion was made to adjourn, seconded and carried.

After having considered the problem of devoloping, with facilities
we have and can furnish, rvater in the Cardiff D3striet,we are now prepared
to proceed with the work as fallows;

, minimum price vf $100.40 per well; ehould a proposed permanent well be
given up because of refractory formation (that ie to say, such a formation as ~
