Minney, The President called the meetinc, to ord.er and requested the Secretary to read the minutes of the previous meetinc, of :ETarch 28th, 1915, tirJhich were duly approved as read. Pvir. Hurssell bein,7 present, then stated that he had been in ~ cor,vmu.nication with the American ~lational Rank of San Die~o, re~arding the acceptance by it of a warrant to be is sued to r,tfr. Hurssell for the purpose of enabling him to raise up to tvro thousand dol.lars, the amount permitted ta be raisea fo.r the purposes o.f orvanization and other necessary 2xpenses. The Bank havino notified hi?r. that it would require the District to pay for the expense of an examination ~ i of the proceedings under ~;~hich the District was formed, by their attorney, amour~tin- to seventy-five doll_ars, it was unanirnously voted, upon motion duly made and seconded, to file the carrespondence and to reject the o."fer of the said Bank. Youno, offered the f'ollowin~ resnlution; ; _ _.d._.~ . . . _ . . . . t!s-;~'.,~ .-r,~r;*._•: . ~ WHEREAS the Oroanization Comrnittee has reported to the Board that expenses of oroanization have been incurrEd, amountina, to between eight hundred and one thousand dollars, and Vr'Hr~EAS, this District will require funds with which to pay expenses until the co17_ection of taxes to be levied, which said taxes w-ill be payable onK the first 11onday in November 1916, ar,d, , ~,'1HFREAS, the Act of 1897, urider which this District ie or`anized, permits this Board to issue warrants to the amuxit of two thousand dollars; ' NOVJ, THLtEFORE, be it, and it hereby is RESOLVED, That a warrant be clrawn in favor of C. A. HURSSELL, Treasurer of the District in the sum of twelve hundred dollars, ~ to provide for immediate disbursements, and that said Treasurer be authorized to execute a note for said amount to the UNION NATICNAL Bank of San Dieoo, California, payable January lst, 1917, bearing interest at the rate of seven per eent per annum; that said warrant be given as collateral security to said Bank for the payment of suid note. taken said Resolution was unanimously Upon a vote beinF adopted. Minney, seconded by ',Ir. Youn~, it was unanimous, ly voted to pay each P.irector the surn of four dollars per day when in attendance upon the meetinUs of the board or vrhen serving on committees; and ten cents per mil.e actu.ally traveled by them when on the business of the District; provided that actual mileage paid,onl-y,, will be allow- ed i°lhere same can be computed. The next orcier of business beirLg the consideration of ways and means to prouide funds for the constructiors of the necessary pumping plant, distributino system and for purchasino water, vvater riohts and other property requireci to carry out the purpnses for which the District was or;anized, the matter was throxm open for discussion. The Pres- ident stated that plans, surveys, examinations and report had been pre- ~ pared by TJtr. John C. Covert, a campetent irrigation engineer, and that the cost of installing such plant and acquiring the necessary water, water riohts and other property necessary to carry out the purposes of the district would be approxima -ilely one huridred thousand dollars. 14r. E. E. Young then offereci the follotvirg resolution: ~ WHEREAS, in order to carry out the purposes fbr which t,his ; District was organized, it will be necessary for this Board to provide funds to enable the District to purahase and install a pumpino plant and distribytin-, system adequate to the needs ' and requirements of the District, and to purchase or othertivise acquire water ri4ihts, waters and other property fczr the purposes of the District, and other wise carryin` out the pr.o~,risions of the Act under which the District was organized;i.e. Act. No. 2266 of the General Lativs of the State of California and the amendments and additions thereto (comrnonly kno~rn as the ~;'ri-ht Act ) , and ~yHLPREAS sur°veys, examinations, d.rawin~s and plans have been prepared and furnished to this Board by John C. Covert, a competent IrriZation En~ineer, said dra~vings and pland having • . been certified by him, tooether ~Jith an estimate of the cost of carrying out said plans, which said estimate is thE sum of onE hundred tYrousand do J.lars; NOW, THEi EFOF.E, be it, and it hereby is R E S 0 L V E D. that ; . . the sum of one hundred thousand dollars is required by this District ~ for the purpose of ca:Fryin(- out the purposes for which the District was organized; IT IS HERr:BY FUR`I'HER RESOLUED that a copy of the plans, drawings report etc by TIr. Covert, be forwarded to the State Ergineer of the State of California, together with a copy of this resolution, and a re- quest for his report upon same. A vote beiny taken said Reso].u.tion was unanimously adopted. The President then directed the Secretary to forvaard a copy of said resolution to the Sta_te Erij-ineer and to inquire if he desired any further data; it being stated by him that the plans, drawings etc. pre- pared by Tl7r. Covert were already submitted to the said Lnoineer for his ; 1 approval. ~ ~ The President stated that no report was ready from the comrnittee appointed to ascertain the probable costs of water rights and other property necessary to carry out the plans for furnishingr tYie clistrict ~ with water, but that same would be made at a later meeting of the Board.
