2004-06-22 . . . - CITY OF EN CINIT AS ENCINITAS RANCH GOLF AUTHORITY MINUTES OF REGULAR MEETING Lilac Room, Civic Center 505 South Vulcan Avenue TUESDAY, JUNE 22, 2004 at 4:00 p.m. CALL TO ORDER/ROLL CALL Chainnan Kaiser called the meeting to order at 4:05 p.m. DIRECTORS PRESENT: Edward Kaiser, Cindy Jacob, Phil Cotton and Peter Cota-Robles DIRECTOR ABSENT: Kerry Miller ALSO PRESENT: Chris Calkins, Carltas Co.; John McNair, Rod Linville and Kent Graff, JC Resorts; Staff Nancy Sullivan; and Pat Drew, Board Secretary. ORAL COMMUNICATION [3 minutes for each speaker. Maximum 15 minutes for oral communication.] None. AGENDIZED BUSINESS ITEMS 1. Approve Minutes of Regular Meeting of May 27,2004. Director Cotton moved approval of the May 27 minutes, seconded by Director Cota- Robles. Approved 3-1-1 (Jacob abstained, Miller Absent) 2. Review Summary of May 2004 Revenues and Expenditures/Financial Statement/update on Capital Reserves, (Rod Linville/John McNair) Mr. Linville reviewed the May 2004 Financial Statement. Revenues for the month were $416,842 compared to a budget of $399,030 or 104% of budget; Expenditures were $283,972 compared to a budget of$273,944 or 104% ofbudget; . . . . Net Income was $132,869 compared to a budget of $124,052 or 107% of budget. Tota] Rounds were 6,297 compared to a budget of6,152 or 102% of budget. Year to date Net Income was $1,488,541 compared to a budget of$I,263,451 or 118% or budget. Total rounds were 64,679 compared to a budget of 64,523 or 100% of budget. Capital Reserves as of May 31,2004 were $115,578.97 with expenditures of $2,503.47 for computers. Mr. McNair distributed and reviewed the Capital Expense report for F/Y 2003-2004, He said that obviously they were not going to be spending the $95,500 on projects that had been budgeted. Those monies will be carried over. Kent Graff reported on a number of the projects that he is working on and that he anticipates being completed by October. Most or the projects on the list are still a priority. Mr. Linville distributed copies of the new, approved budget for F/Y 2004-2005, with the new greens fees effective July 1. Income before adjustments is projected at $1,671,771. Cash flow after all the bond payments are made, including the CFD bond payment, is predicted at $191,804 profit. 3. Report on Tree Enhancement//Markers (Subcommittee) Kent Graff reported on the new paspalum turf they are looking at for hole #7 because of the poor water quality due to high salt content. The grass grows a maximum of 1 Ï4 inches which would greatly reduce the maintenance. 4. Clubhouse Improvements. (John McNair) The architect, Joe Lamas, has submitted an estimate of $19,000 to prepare pJans, which includes $11,500 for architecture, $4,000 for structural engineering, and $3500 Jor electrical, mechanical and plumbing. The quote does not include fire sprinklers, Director Cotton recommended that they check the meter size on the Ranch. 5. Update on Cell Towers. (John McNair) Nextel advised that they wish to install their cell tower on the cart barn. Mr. McNair believes they will want a 20 year lease at $2500 a month with 4% increase every year, the same as the other leases. Chainnan Kaiser told Mr. McNair to go ahead and pursue with NexteI. Kent Graff advised that they are working with a person on replacing the lighting fixtures in the parking lot, something more appropriate with the design of the Ranch. Mr. McNair said that he hoped to have more on his negotiations with the other Cel! companies and their buyouts for the next meeting. ') . . . - 8. 9. 10. 6. Incidents and Accidents. (Rod LinviJ!e) Mr. Linville said that other than a woman who slipped in the restroom (she was wearing cleats) he had nothing to report. The woman was OK. 7. Potential Course EnhancementslDirection Concerning Course Operations, Director Jacob said that she feels the maintenance building needs some shrubs around it to make it a little more aesthetically appealing to viewers from the road. Maybe adding some more bushes or trees that are faster growing would help. Chairman Kaiser asked the Tree Committee to put the issue on their priority list. Director Jacob made another comment about the new cart crossing on Las Flores; she said she doesn't believe the hump is high enough, people are still speeding down the street. Director Cotton said that even if they raised the hump people would still speed down there and really go out of control. They know they have to do something to make it more miserable for people speeding both from the east and the west. Director Cota-Robles agreed and said he would have his engineers look into the problem. Mr. Calkins suggested another row of dots and a sign. Director Cota-Robles also mentioned the noise from the wind mill. He said it needs to be rehabbed and he will follow up and get a name of person to do the job, Mr, McNair said they will take a look at it. Maybe it just needs greasing. Mr. Linville advised that they were expecting to take delivery of the new cart f1eet the next day. Also, the Golf Digest rated the Encinitas Ranch with four stars - out offive, Directors and/or Manager Reports Chainnan Kaiser reported that John Mason and Kent Graff won the Superintendents' Tournament and Trophy.
