Staff has placed some items on consent due to the minor nature of the request. DESCRIPTION: variance request to encroach 13 ft. 10 in. into 25 foot front yard setback for a proposed garage and entry remodel to a single family residence. ENVIRONMENTAL STATUS: Exempt from per section 15303(a) of CEQA. Motion: Board Member Steven Cruz To continue the application to November 26, 1990, in order to allow the applicant to address the following concerns of the CAB: (1) Provide a design al ternati ve to consider either the relocation of the garage door away from the street frontage (i.e.: to the north or south elevation), or a landscaped separation between the garage and street. (2) Provide an elevational study to indicate the street view once the existing driveway area is removed and landscaping is provided in its place. Consider using "turf-block" to replace the concrete driveway. (3) Provide a study of how a rear yard garage would alter design plans (i.e.: the location of the second floor addition) and affect the amount of side and rear yard area which would need to be used as a concrete driveway in lieu of side and rear yard landscaping. (4) Consider design alternatives such as automated sectional (roll-up) garage doors and a reduction to the clear space within the garage in order to increase the amount of driveway from the garage to the street. Report from San Elijo Joint Powers Authority (SEJPA) regarding conceptual landscape design and structural design for the expansion of the San Elijo Water Pollution Control Facility at 2695 Manchester Avenue (Case No. 89- 152 DR; CAB Resolution No. C-89-019). Motion: Board Member Carol MacManus - Minute Motion to accept the design plans as presented by SEJPA and find it in conformance with Design Review Permit 89- 152.
