CASE NUMBER: 90-166 MIN APPLICANT: Glenn Fisher LOCATION: 1002 Hurtsdale Avenue DESCRIPTION: Minor Use Permit for an accessory apartment (existing) to a single family residence ENVIRONMENTAL STATUS: Exempt per CEQA section 15301(e) Motion: Board Member Tom McCabe - To approve the project and adopt the draft resolution as per staff recommendation, with the following amended conditions: revise condition number 2, requiring interior improvements to be completed within six months, to require that Exhibit "A" floor plan be included with item 1D, and to modify condition 4 requiring two inspections in the first year to verify occupancy requirements are met. Motion: Second: Vote: ENVIRONMENTAL STATUS: Exempt per section 15301 of CEQA Board Member Tom McCabe - To approve the project and direct staff to return with an appropriate Resolution with standard conditions and, with the following added conditions: the use and the building are approved "as-is" with no further expansions allowed, and with no further improvements required since it has been determined by CAB that the subject use technically is not manufacturing but artistic in nature. The use is limited to the subject artist (Lou Rankin) and City engineering staff is to determine if current activities may adversely affect soil quality due to cement run off and, if so, measures to be required to mitigate any impacts. Amend Item 6B (Colosky) to require 48 inch box trees (corrected from 40 inch), and to require the applicant repair any construction related damage to the adjacent alley and its intersection with Dublin Drive. 2. Amend Item 7D (Ladera/Eikel) to state that project access shall come onlY from a circulation element road. Announcement of the City council sponsored beach walk scheduled for 2:00 p.m., Saturday, November 3, 1990 to review the coastal bluffs. b. To announce City Council hearing of September 26, 1990 to review revised parking standards, revised Nonconformi ty Ordinance and adoption of Growth Management Implementation Program, and the modification of the Design Review Ordinance on the hearing of October 10, 1990. Election of Chairperson (Vice-Chairperson if necessary) to be scheduled for next meeting. 10. BUSINESS 11.
