CASE NUMBER: 90-016DR APPLICANT: Jim Lockwood LOCATION: 1273 Crest Drive DESCRIPTION: Onsite visit to consider a Design Review request for a proposed remodel and addition of office and storage area exceeding the standard 26 ft. height limit for an existing kennel. ENVIRONMENTAL STATUS: Exempt per section 15301 (e) of CEQA. The Board and public reviewed the property and discussed the proposed project. (1) Floor plans should indicate the intent to utilize the proposed expanded areas of the first floor (identified as "new solarium") and the second floor adjoining the area identified as "existing grooming" and "future storage". The applicant may wish to have the project architect present at the Board's next hearing to address any design questions the Board Members may have. (2) Applicant to provide a survey marker at the property corner north of the proposed reception areas expansion. Identify on the survey map how kennel enclosures will be set back 50 feet from the corner marker and all side yard property lines. The survey must be conducted by a civil Engineer or Licensed Surveyor. (3 ) In accordance with section 30.54.020.2 (off-street parking) of the Municipal (Zoning) Code, which reads: "Addition of new building square footage (attached or detached) to existing building (s) on a development site requires that parking be provided at current ratios for the additional square footage without any reduction to existing parking. II Plans need to indicate where the six additional parking stalls for the 1483 square feet of office and reception area will be provided in addition to existing parking stalls. The off-street parking standards (Section 30.54.03 OA) require one space per each 250 square feet of general office space. 3. ADJOURNMENT The hearing was continued by consensus of the Board to the next regularly scheduled meeting to be held March 25, 1991. A proponent or protestant of record may appeal a final decision of the hearing body by filing the appeal within fifteen (15) calendar days after the hearing through the Office of the City Clerk, City of Encinitas, 527 Encinitas Boulevard, Encinitas, CA 92024.
