1994-11 RESOLUTION NO. CA 94-11 A RESOLUTION OF THE CARDIFF COMMUNITY ADVISORY APPROVING A SIGN PROGRAM APPLICATION FOR AN EXISTING COMMERCIAL CENTER IN THE GENERAL COMMERCIAL ZONE FOR PROPERTY LOCATED AT 2015 SAN ELIJO AVENUE (CASE NUMBER 94-176 SIGN) BOARD WHEREAS, a request for a sign program was filed to allow new signage for an existing commercial center for the property located at 2015 San Elijo Avenue, described as Tax Parcel No. 260-370-26. WHEREAS, a public hearing was conducted on the application on December 20, 1994, by the Cardiff Community Advisory Board; and WHEREAS, the Board considered: 1. The December 20, 1994, staff report to the Community Advisory Board with attachments; Application and project plans (wall sign, pedestrian oriented signs, and monument sign plans) dated received October 3, 1994; Oral evidence submitted at the hearing; 2. 3. (. / J~ /~~~~:cÍ~ h"~~(J Junior Planner ¡ / / SR94176sign.ÕE (12-12-94) 4 J ATTACHMENT "A" Resolution No. OE 94-11 Case No. 94-176 SIGN Applicant: Cardiff Towne Center Partners FINDINGS This approval is based upon the following findings pursuant to section 23.08.078 of the City of Encinitas Municipal Code: 1. The project design assures that the size and shape of the sign is in scale with the building with which it is associated. Facts: The applicant proposes a revised sign program for the existing commercial center, consisting of new wall signs, hanging pedestrian oriented signs, and a new monument sign. Discussion: The subject building provides a fascia element intended to accommodate wall signs, which will be limited to 1 sq. ft. of signage per liner foot of business frontage, per Municipal Code limitations, or to 80% store frontage, which ever is less. The hanging signs will also be accomodated by the fascia. The proposed monument sign will replace the existing monument sign located along the San Elijo Avenue frontage, which is situated in a place also intended to accommodate such a sign. Conclusion: The Board determines that the building and site will accommodate and will be in scale with the proposed signs. 2. The building site provides for adequate space and locations on the building, in harmony with the architectural design, for the display of signs. Facts: The subject building provides a fascia to accommodate wall signs, which will be limited to 1 sq. ft. of signage per liner foot of business frontage, per Municipal Code limitations, or to 80% store frontage, which ever is less. The hanging signs will also be accomodated by the fascia. The proposed monument sign will be located along the San Elijo Avenue frontage in a location intended to accommodate such a sign. Discussion: The proposed sign program intends to replace existing signs in the same locations, with the exception of the new pedestrian oriented hanging signs. SR94176sign.OE (12-12-94) 5 3. conclusion: The Board determines that the building and site provide locations which are in harmony with the existing building and site. The project signs relate well to the building on the project site and to the neighborhood in general in terms of size, shape, color, texture, materials and lighting intensity, creating a visually compatible appearance. Facts: The project proposes new channel letter wall signs of varying designs and colors, and will conform to Municipal Code standards in terms of size and lighting. Also proposed are pedestrian oriented signs and a modernized monument sign to replace an existing monument sign. Discussion: The new wall sign provisions intend to permit an "eclectic" assortment of signs which do not define a particular style, and therefore are considered to be compatible with a wide range of building styles, i. e. the existing "Cape Code" architectural style of the building is not substantially impacted by the neutral style of the proposed wall signs. The hanging signs and the monument sign will also have a neutral impact on the building architecture, but will, with the wall signs, have a positive impact on the commercial center due to their modernization and increased visibility, especially at night (current signs are un-lit). Conclusion: The Board determines that the proposed wall signs will enhance the commercial center with more visible and modernized signs. 4. The project signing shows subtlety, is unobtrusive and conveys the message legibly and clearly. Facts: The current signs for the businesses in the commercial center are non-illuminated wood, having poor legibility, particularly at night. . Discussion: The new wall signs will be internally illuminated channel-letter type. Per Municipal Code Standards, no exposed bulb (except neon) or flashing lights would be permitted. The new monument sign will also be illuminated. Conclusion: The Board determines that the proposed signs will present a clear message and will be more legible by the general public, while at the same time are unobtrusive. 5. The proposed signing is weather resistant and durable. Conclusion: The signs will be of durable construction, being of acrylic and metal construction. SR94176sign.OE (12-12-94) 6 6. The project is found to be exempt from Environmental Review, per CEQA section 15311(a) since the project consists of an addition to an existing structure. SR94176sign.OE (12-12-94) 7 G. ATTACHMENT "B" Resolution No. OE 94-11 Case No. 94-176SIGN Applicant: Cardiff Towne Center Partners CONDITIONS A. This approval will expire in two years on December 20, 1996, at 5:00 p.m. unless the conditions have been met, or an extension has been approved by the Authorized Agency. B. This approval may be appealed to the authorized agency within 15 calendar days from the date of this approval. Approval of this request shall not waive compliance with any sections of the Municipal Code and all other applicable City Ordinances. C. D. Permits from other agencies will be required as follows: California Coastal Commission. E. The sign program is approved as evidenced by the application and project plans (consisting of wall, monument, and hanging pedestrian oriented signs) dated received October 3,1994, and shall not be altered without Community Development Department, or Community Advisory Board review and approval, as appropriate. F. In the event that any of the conditions of this permit are not satisfied, the Community Development Department may cause a noticed hearing to be set by the authorized agency to determine why the City of Encinitas should not revoke this permit. No new signage shall be installed at the subject commercial center without first having submitted sign plans for review by the Community Development Department to verify compliance with the approved sign program SR94176sign.OE (12-12-94) 8
