ORDINANCE NO. 94-06
AN ORDINANCE OF THE ENCINITAS SANITARY DISTRICT
ALLOWING FOR HOUSING CERTIFICATION PROGRAM CONNECTION FEES
WHEREAS, the City of Encinitas has implemented a Housing Certification Program (HCP) whose
purpose is to help residents of Encinitas certify units that were illegally constructed, maintain
affordable housing, and eliminate serious health and safety problems.
WHEREAS, the sewer district will benefit from incorporating these units into the annual
sewer service charge assessment at the current rate.
NOW THEREFORE, the Encinitas Sanitary District Board does hereby ordain as follows:
SECTION ONE:
Until January 1, 1996, property owners of accessory units which have applied and been accepted
under the Housing Certification Program can pay the sewer connection fee at the rate which was in
effect at the time of incorporation of the City ofEncinitas on October 1, 1986. After January 1,
1996, the property owners must pay the connection fee at the rate in effect at the time the
Wastewater Discharge Pennit is issued.

This ordinance was introduced on June 15, 1994.
