Mayor DuVivier called the Joint Special Meeting to order at 6:20
P.M.
Present:
Mayor Chuck DuVivier (until 7:14 P.M.), Council Members
Lou Aspell, James Bond, John Davis, and Gail Hano. .

Financial Services Manager Murphy reported that on May 25, 1995, a
Special Workshop was held to present the City and Districts draft

Financial Plans. At that time, Council directed staff on specific
changes to be made to the draft Plans.
Mr. Murphy explained the specific changes made regarding Fiscal
Year 1995/1996 City and District Operations and Capital Improvement
Projects Financial Plans.
Mr. Murphy explained staff's proposal regarding funding the
development of a proposed Community Center and Library. He said
$100,000 was taken from the previously proposed Telecenter proj ect,
and $35,000 was taken from the previously proposed Civic Center
resurface funds and designated for funding a Community Center and
Library.
Mac Hartley stated he was very pleased with the possibility of a
Senior Center.
Lee Weikum thanked the Council for their decisions regarding a new
Senior Center.

Bond moved, Hano seconded to approve the staff recommendation to
adopt the Financial Plans as provided by the following: City of
Encinitas Resolution 95-61, Encinitas Sanitary District Resolution
95-05, Cardiff Sanitation District Resolution 95-05, San Dieguito
Water District 95-09, and Encinitas Fire Protection District
Resolution 95-07; and approve staff's proposal regarding funding
for a Community Center and Library. Kotion carried. Ayes:
Aspell, Bond, Davis, DuVivier, Bano; Nays: None.
Mayor DuVivier adjourned the Joint Special Meeting at 6:26 P.M.
