MINUTES OF ENCINITAS SANITARY DISTRICT REGULAR MEETING

President Aspell called the meeting to order at 6:02 P.M.

There being a quorum present, the meeting was in order.
Hano moved, Bond seconded to close and adopt the Consent Calendar.
Motion carried. Ayes: Aspell, Bond, Davis, DuVi vier, Hano; Nays:

Management Analyst Suelter stated that on March 8, 1995, the
District reviewed the proposed Five-year Financial Plan and Five-
Year Capital Improvement Plan (CIP). On April 5, 1995, the
District Board held a public workshop to 'review the need for a 9%
sewer service charge rate increase in fiscal 1995/96 and directed
staff to return to the April 12, 1995, Board meeting with an
ordinance to introduce the rate increase for ESD.
The annual sewer service charges for fiscal 1995/96 were proposed
to be increased by $15/EDU which would result in a total increase
in Operating and Capital Replacement Fund revenue of approximately
$90,000 in fiscal year 1995/96.
Staff recommendation was to introduce Ordinance 95-01 for a 9% per
equivalent dwelling unit increase in annual sewer service charges
and direct staff to return with an adopting Ordinance at the next
District meeting scheduled for May 10, 1995.
Board Clerk Cervone read the Ordinance by title.
Davis moved, Bond seconded to waive further reading and to
introduce Ordinance 95-01. Motion carried. Ayes: Aspell, Bond,
Davis, DuVivier; Nays: Bano.
