President DuVivier called the meeting to order at 6:02 P.M.
Present:
President Chuck DuVi vier, Board Members Lou Aspell, James
Bond, John Davis, and Gail Hano.

There being a quorum present, the meeting was in order.
Item #3 was removed from the Consent Calendar by a member of the
public.
Hano moved, Davis seconded to close and adopt the amended Consent
Calendar. Motion carried. Ayes: Aspell, Bond, Davis, DuVi vier,
Hano; Nays: None.

02/08/95 ESD Regular Meeting
Management Analyst Suelter stated that in April, 1994, the District
Board adopted an ordinance identifying the property owner as
responsible for cleaning and maintaining sewer laterals.
Previously, the District had provided assistance to property owners
in cleaning out their laterals.
Staff recommendation was to maintain the existing Ordinance
regarding the cleaning and maintenance of sewer laterals.
John D. Minick spoke in opposition to the staff recommendation.
Hano moved, DuVivier seconded to approve the staff recn'llllUendation.
Kotion carried. Ayes: Aspell, Bond, Davis, DuVivier, Hano; Nays:
None.

Board Member Hano requested that staff explore the cost of permits
issued in the 1970's regarding property that was downzoned and the
possibility of a refund to those landowners.
Public Works Director Nelson stated he would research Ms. Hano's
request.
