MINUTES OF CARDIFF SANITATION DISTRICT/
ENCINITAS SANITARY DISTRICT JOINT SPECIAL MEETING

Meeting called by notice pursuant to G. C. section 54956.
President DuVivier called the meeting to order at 8:l0 P.M.

There being a quorum present, the meeting was in order.
Davis moved, Hano seconded to close and adopt the Consent calendar.

Sewer Connection Fees and Introduction of CSD Ordinance 94-04
and Introduction of ESD Ordinance 94-06. Contact Person:
Manaaement Analyst Suelter.
Management Analyst Suelter stated that staff was seeking direction
on possible modifications to District Codes and whether to
introduce ESD Ordinance 94-06 relating to the Housing Certification
Program connection fees.

06/15/94 Joint Special Meeting
She stated that since the inception of the HCP to help certify
units which may have been illegally constructed, seven applications
had been received for units within the CSD. That would equate to
an increase in annual sewer service charges of $1,688.40 for those
seven units. In the ESD, five applications had been submitted for
HCP units. That would equate to an increase in annual sewer
service charges of $693.00 for those five units.
staff recommendation was to introduce ESD Ordinance 94-06 to add
District policy of charging connection fees to applicants of the
City's HCP program.
The Board Clerk read the Ordinance by title.
Wiegand moved, Hano seconded to waive further reading and to
introduce EaD Ordinance 94-06. Motion carried. Ayes: Bond,
Davis, DuVivier, Hano, wiegand; Nays: None.
