steve Deering, Dudek and Associates, gave a brie overview of the
Master Plan. He said it was staff's recommenda ion to: I. Find
the following eight projects categorically exemp from California
Environmental Quality Act per Section 15301b of he guidelines as
adopted by State Secretary for resources: [1] hase I - Manhole
rehabilitation. [2] Phase II - Manhole rehabilit tion. [3] Phase
I - Sewer Pipeline rehabilitation. [4] Phase II -Sewer Pipeline
rehabilitation. [5] Moonlight Beach Pump Stati n Improvements.
[6] Moonlight Beach - Force Main Rehabilitation [7] Moonlight
Beach -Pump Station Operational Improvements.. [8] Moonlight Beach
- Pump Station spill prevention project. II. Au horize staff to
proceed with implementation of the four projects 'ncluded in 93-94
Fiscal Year budget and any environmental revi w required for
Encinitas Boulevard sewer replacement and/or Moon ight Beach pump
Station replacement. III. Accept Sewer Master PIa as submitted by
Dudek and Associates, Inc.

Public Works Director Nelson said the amount of he sewage spilled
at Moonlight Beach was a result of the alarm m Ifunctioning. He
said the beach would remain closed until the fo lowing day.
President Duvivier said there were tests at th Encina treatment
plan on the secondary treatment with no appreci ble difference in
ocean outfall water quality. He said it was qu stionable whether
the expense. incurred for the tertiary treatment was worthwhile.
