Board President Wiegand called the meeting to order at 4:00 P.M.

There being a quorum present, the meeting was in order.

Hano moved, Slater seconded to close and adopt the amended Consent
Calendar. Motion carried. Ayes: Davis, Hano, omsted, Slater,
wiegand; Nays: None.

Board President Wiegand left the meeting during discussion of this
item because of her association with the San Dieguito Heritage
Museum, to avoid any possible conflict of interest.

Betsy Schreiber said it was not legal to lease the building to the
Historical society for a reduced amount and said fair market value
should be received. O~~
Kate DuVivier, President of the San Dieguito Heritage Museum, urged
the Board to consider signing the lease for the property located at
'-, Vulcan Avenue and Encinitas Boulevard.
\.' John stubsted, speaking on behalf of the Moonlight Creek Park
. Association, said - that before any lease was approved an
environmental study should be done of the site.
Board Member Omsted said the original. request by the San Dieguito
Heritage Museum was for storage only, however, the proposed lease
stated the Museum would be allowed to have rummage sales, annual
meetings, etc. She said she felt those conditions were beyond the
intended scope.

Board Members Omsted and Slater asked staff when the report
regarding the environmental analysis of the site would. be given to
the Board.
Public Works Director Nelson said the engineering companies that
responded to the Request for proposals to do the initial study had
done a lot of research which had raised so many questions that
staff was now doing a research report without doing any core
studies. District Engineer Kubota was doing research for the
report which would come before the Board as to whether to proceed
further with the proposals to do an environmental analysis which
could cost from $35,000 to $170,000, depending upon what was found.
Mr. Kubota stated they were in the process of doing up-to-date
aerial photography at this time and the information would be given
to the Board after the first of the year.
Board Member Omsted suggested that, as a policy for all Boards and
the city Council, members receive updated monthly or quarterly
progress reports on the status of items such as this.
slater moved, Hano seconded to deny the request for the lease to
the San Dieguito Heritage Museum.
Board Member Omsted said she felt, to accommodate the Museum, there
should be a month to month lease with the facility to be used for
storage only.
Motion carried. Ayes:

A.
pro;ect Review of the proposed Seeman Drive Assessment
District and Authorization to Prepare Leqal Documents
Relative to Formation of the Assessment District. contact
Person: utilities Planner Henie.
utilities Planner Henie said that at the May 22, 1990, meeting of
the Encinitas Sanitary District the Board had directed staff to
assist property owners in forming an assessment district to
construct a public sewer main on Seeman Drive. The action resulted
from a petition by numerous property owners on Seeman Drive
requesting the District consider extending a public sewer main
along the length of Seeman Drive from its current location on
Encinitas Boulevard.
Mr. Henie said a preliminary engineer's sewerage study was
completed and the information was sent to all affected property
owners to help them assess the benefits and estimated financial
costs of this proj ect upon their properties. Based upon the
responses received from the affected property owners regarding the
proposed Assessment District, the Assessment Boundaries were
modified to include only those properties on the east side of
Seeman Drive. He said, although fewer parcels would be included
within the new boundary, certain cost-saving measures had been
designed to lower the cost per parcel. The design changes included
a realignment, and decrease in depth of the proposed sewer main.
Omsted moved, Slater seconded to support staff's recommendation and
approve the realignment of the proposed Seeman Drive Sewer
Assessment District boundaries and authorize staff to prepare the
required legal documents to formalize the Assessment District.
Motion carried. Ayes: Davis, Hano, Omsted, Slater, Wiegand.
Nays: None.
