Board President Wiegand called the meeting to order at 4:07 P.M.

There being a quorum present, the meeting was in order.

Item 3C was removed from the Consent Calendar by a member of the

slater moved, Omsted seconded to close and adopt the amended
Consent Calendar. Motion carried. Ayes: Davis, Hano, omsted,
Slater, wiegand; Nays: None.

STAFF RECOMMENDATION: Adopt Resolution 91-08 approving final
adjustment to Encina Administrative Agency Budgets for Units G, I and J and for
source control based upon measured and actual flows for Fiscal Yean 1986-1989.
Allocate $1,374 from Operating Reserves for this purpose.

Bncini tas Boulevard. Contact Person: Manaqement Analyst
Schillinqer.
Kate DuVivier, President of the San Dieguito Heritage Museum
Association, requested that the Association be allowed to use the
garage located on the Sanitary District site for temporary storage
of the Museum's collections.
Omsted moved, Slater seconded to have staff and the District
attorney look into all legal implications of rentinq out the
. property and expedite renting it to the San Diegui to Heritage
MUseum on a month to month basis. Motion carried. Ayes: Davis,
Hano, Oms ted, slater, wiegand; Nays: None.
Slater moved, Hano seconded to approve staff recommendation which
was to direct staff to request bids for weekly cleanup of Bncinitas
Sanitary District site. Motion carried. Ayes: Davis, Hano,
Omsted, Slater, wiegand; Nays: None.
