CALL TO ORDERIROLL CALL
Board President Wiegand called the meeting to' order at 4:00 P.M.
Present:
President Wiegand, Board Members Davis, Hano, Omsted,
Slater.
Also

District Manager Shafer, Interim Public Works Director

There being a quorum present, the meeting was in order.

* The title of ordinances listed on the Consent Calendar are
deemed to have been read and further reading waived.
Item 3D was removed from the Consent Calendar by a member of the
public.
Omsted moved, Slater seconded to close and adopt the amended
Consent Calendar. Motion carried. Ayes: Davis, Hano, Omsted,
Slater, wiegand; Nays: None.

Adoption of Resolution 91-04 Approvinq the Encinitas Sanitarv "
District Fiscal Year 1991-92 Financial Plan. Contact Person:

STAFF RECOMMENDATION:
Adopt Resolution 91-04.
B. smith asked about the reduction of $60,000 under "Other Contract
Services" on page 3D-10 of the staff report. A balance of $12,000
would be left and Mr. Smith asked how that $12,000 would be used.
B. Smi th also questioned Estimated Salaries in the amount of
$15,000 on page 3D-10 of the staff report.
Management Analyst Schillinger answered Mr. Smith's questions as
follows:
1.
$12,000 would be used partially for Target Services and also
to clean the main trunk line of the Encinitas Sanitary System.
2.
There was a $6,000 reduction because Street Superintendent
Fleuret no longer had to monitor Carlsbad Security, and the
remaining $9,000 was for the Board of Directors' salaries.
