Present: President Wiegand, Board Members Davis, Hano, Omsted, Slater. Also Present: District Manager Shafer, Board Clerk Pool, Board Attorney Francesca Krauel, Interim Public Works Director Nelson, Consultant Kubota, Interim City Engineer, utilities Planner Henie, Management Analyst Schillinger, Senior Office Specialist Greene. STAFF RECOMMENDATION: Authorize District President to sign the Aqreement as recommended. 5. UNFINISHED BUSINESS Public Hearinq and Introduction of Ordinance 91-01. pertaininq to Increasinq the Sewer Service Charqe from $l.49 to $2.86 per HCF for Some Commercial Businesses and From $120 per EDU to $140 per EDU for Other Users. Contact Person: Manaqement Analyst Schillinqer. Management Analyst Schillinger presented the staff report and said staff was directed to prepare the necessary ordinance that would increase the current sewer service charges from $120 a year to $140 per year for each EDU and ensure that the District would receive $108,100 for the year from entities which pay based on the amount of water used. Mtg. 04/l6/91 He said the $2.86 per HCF recommended in the staff report was based on a 50% cut-back in water usage which had been anticipated by the water district last month. However, at a meeting previous to the Encinitas Sanitary District meeting, the San Dieguito Water District Board had decided on a 20% water cut-back. He suggested, because of the 20% reduction, the Board amend the amounts to $1.79 per HCF for commercial and $1.32 per HCF for schools. B. Smith questioned the District's request of collecting $108,100 revenue for FY 91-92. The Clerk read the Ordinance by title. Slater moved, Hano seconded to waive further reading and introduce Ordinance 91-01 amending the Ordinance chanqing the language and the fee to $1.79 for Commercial and to $1.32 for Schools. Motion carried. Ayes: Davis, Hano, Slater, Omsted, Wiegand; Nays: None. 6. NEW BUSINESS A. Discussion of Uses of District Propertv Located at the Corner of Encinitas Boulevard and Vulcan Avenue. Contact Person: Hanaqement Analvst Schillinqer. Management Analyst Schillinger stated that staff was directed to provide alternatives for the current guard service and potential uses of the District property. He reported on alternatives for Guard Services and said staff recommended pursuing hiring a caretaker in which the guards would walk the property during predetermined hours and report any ordinance infractions, in exchange for a pad to place his/her trailer. Mr. Schillinger said staff recommended waiting until SPArC's recommendations are accepted by the City Council before developing potential long-term uses of the property. On a short term basis, staff suggested looking at renegotiating the lease with Hubbard, or leasing a portion of the land to the City or another private entity. Mtg. 04/16/91 B. smith said he would like as much money generated as possible for the land use and asked how much it would cost to arrange for a caretaker. . Betsy Schreiber supported the idea hiring a caretaker and suggested long term studies regarding environmental issues Davis moved, Hano seconded to approve staff recommendation to hire a caretaker and provide direction regarding short term uses for the . property. Board Member Omsted moved to amend the motion and the maker and the seconder of the motion accepted the amendment to include advertising and soliciting proP9sals to lease the property, and to give staff the flexibility of decreasing the guard service as much as possible and report back to the Board at the May meeting. Amended motion carried. Ayes: Davis, Hano, Omsted, Slater, Wiegand; Nays: None. . B. Request From the ci tv of Encini tas to do a Studv of the Constraints Associated with the District Propertv at Encinitas Boulevard and Vulcan (Work proiect ESDO05). Contact Person: Manaqement Analyst Schillinqer. Management Analyst Schillinger reported that from 1953 to 1975 the District property located at the corner of Vulcan and Encinitas Boulevard was the site of the District's treatment facilities. He said when the District joined the Encina JPA some of the existing treatment facilities were torn down while others were buried under as much as 50 feet of uncompacted material. Prior to any use of the property over the former treatment facilities, extensive testing should be done. Further, the Work Project would be included -in the FY 1991-92 Financial Plan and the money would come out of existing reserves and would not have an adverse impact on the rates charged to the rate payers. B. Smith said he did not agree with the District's paying for all of the study and suggested the City pay for a portion. Betsy Schreiber agreed that the study must be done and that the city should share in the cost. Slater moved, Hano seconded to approve staff recommendation to approve Work Project ESDOO5, to do a study of the constraints associated with the Encinitas Sanitary District property. Motion carried.
