1990-09-11 --.... 8.ì . 8 MINUTES OF SPECIAL MEETING OF ENCINITAS SANITARY DISTRICT BOARD OF DIRECTORS, SEPTEMBER 11,1990,4:00 P.M., 535 ENCINITAS BOULEVARD, SUITE 100 1. CALL TO ORDER/ROLL CALL Board President Gaines called the meeting to order at 4:06 P.M. Present: Board President Marj orie Gaines, Board Members Gail Hano, Anne Omsted, Richard Shea, Pamela Slater. Also Present: District Manager Shafer, District Counsel Krauel, Board Clerk Pool, District Engineer August, Management Analyst Schillinger, Senior Office Specialist Greene. There being a quorum present, the meeting was in order. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. UNFINISHED BUSINESS A. consideration of the District Preparinq and Payinq for an Informational Packet concerning the Ballot Initiative. District Manager Shafer told the Board that at the July 26, 1990, Encini tas Sani tary Board meeting, the option of producing an informational packet concerning the November ballot initiative was discussed. No action was taken at that time because it was not a time sensitive issue and the full Board was not present. At the August 21, 1990, meeting the Board directed Staff to research the cost of hiring an outside agency to produce and distribute the informational packet. He said that because of the time frame, Staff was unable to contact any agencies with experience producing that type of informational packet. He said Staff estimated the cost to the District would be approximately $15,000, based on what the cost had been of producing and distributing information that concerned Proposition A (park Bond Issue). Further, that a second alternative available would be the traditional methods for information dispersement that would include, but not be limited to newspapers, information packets distributed by groups who are either for or against the initiative, door to door campaigning, and debates. The press could be invited thereby ensuring both sides of the issue would be presented to everyone in the District. Betsy Schreiber said all that was needed was a one page question and answer sheet put out by the Board regarding the factual issues. She suggested doing a bulk mailing and said she was opposed to doing nothing. Board Member Omsted presented a draft informational letter for the other Board Members to review that she said she thought addressed the issues the voters needed to be aware of. She said it was not intended as the final, finished letter but asked that Board Members review the letter and make recommended changes at a later date. Ms. Omsted suggested sending out a letter and also asking a neutral group to sponsor a debate. She said she was not in favor of spending $15,000 on an informational packet. District Manager Shafer suggested that Ms. Omsted' s letter be brought back to the next Encinitas Sanitary District meeting with Board Members' comments and the Board concurred with all, except President Gaines expressing support for the idea of mailing an informational letter. Board President Gaines asked that Staff research what the costs' would be and to report back an accurate figure. omsted moved, Hano seconded to ask a non-partisan group to hold a debate on the initiative. Motion carried. Ayes: Gaines, Hano, Omsted, Shea, Slater; Nays: None. There was general agreement to return this item with the Board Member's comments and to discuss the informational letter proposed by Board Member Omsted, at the next Encinitas sanitary District meeting on september 25, 1990. 5.
