District Manager Shafer stated representatives f the Playhouse
had requested the City Council's assistance in locating a site
for the Playhouse and that a letter from the resident of the
Playhouse had been received requesting suppor for a site in
Cottonwood Creek which was owned by the En ini tas Sanitary
District. He stated Staff had some conc rns with that
particular site, primarily the location of a major drainage

for the adoption of the master plan for Oak Cre t Park.

building but to oppose the use of the Enc'nitas Sanitary
District property for a permanent location. he Board stated

Sanitary District was not a participant in th Authority, the
Basic Agreement required that all Member gencies approve
transactions related to ownership and control 0 the facility.

BOARD / DISTRICT MANAGER REPORTS
District Manager Shafer stated Staff was coord'nating with the
various agencies on an ongoing basis to remov camp sites and
debris from the Sanitation District's pro erty and that
