Directors Omsted and Shea moved and seconded that wa rants numbers 7942 Motion carried. TREASURER'S REPORl In the absence of Mr. Lund, Manager Schneider gave a rlef financial report. I nd I cated that sewer serv I ce charges shou I d be Increased He gave the Board a rough estimate of the budget for 1988-1989. He $10 per monTh for the coming fiscal year. Director Omste volunteered TO be rom $6 per monTh TO . . . 629 the Budget Committee member and to work with Manager S hnelder and Mr. Lund, the treasurer, on the 1988-1989 budget. Manager Schneider also stated that the District connection charges should be Increased. He explained that a connection charge Is payment for capacity for a specific property at the treatment facility. Dlr tor Luke would like a written report as to how the District computes a new co nectlon charge. ALIEN PROBLEM ON DISTRICT PROPERTY NORTH OF BIG BEAR Manager Schneider reported that al the brush north of the Big Bear market has been leveled. In talking with Capt. Knowles of the Sheriff's Department, ; Manager Schneider learned that the Captain also bel leve that If Big Bear had Its property fenced, most of the problems now facing th out behind alleviated. ENCI NA " Director Omsted reported that the March meeting was routine. The sludge problem Is stll I being worked on. Bids for disposal of the sludge by private contractors have been requested. Enclna also has requested proposals for the constru tlon management services for Phase IV, and the separate entity Is movln forward. MANAGER'S REPORT Manager Schneider reported that the dally average flow for March was 890,000 gallons. He Informed the Board that he had ordered a 6" pump '\ motor for the pump station. He explained that If the pr falls, the District should have a spare pump to handle t e high flows expected this summer. The Board directed the Manager to get together with the Planning Depart- ment of the City, and see what the Impact of the preferred general plan would have on the District. The Manager was asked to report ~ack on this at the May Board meeting. Manager Schneider also Informed the Board that he wanted to have the employees of the District to be covered by the 1959 Survivor's Benefit offered by P.E.R.S. In the event an employee dies before reachirg retirement age, his spouse would then receive a monthly Income Instead of a lump sum settlement. The cost to the District for Its four employees Is $240 ~ year. The process to have this coverage takes months, and the manager would like to have this effective at July 1, 1988. OLD BUSINESS Mr. Kubota reported that Vista has completed the lea~e agreement for '\ outfall capacity, and the District has received the first year's rental check In the amount of $24,500.
