1988-02-17 . . . 622 ENCINITAS SANITARY DISTRICT REGULAR BOARD MEETING FEB~UARY 17, 1988 CAL I TO ORDER President Steel called to order the regular board meeting of the Enclnltas Sanitary District February 17, 1988 at 4:00 P.M. at the City Hall Council Chamber, Enclnltas. Kimball Jack Kubota ORAL COMMUNICATION FROM AUDIENCE '\ There were none. APPROVAL OF MINUTES Directors Shea and Luke moved and seconded that the minutes of the January 20, 1988 Board meeting be approved. Motion carried. APPROVAL OF WARRANTS Directors Luke and Gaines moved and seconded that warrants numbers 7865 through 7902 be approved for payment. Motion carried. TREASURER'S REPORT Mr. Lund briefed the Board on the District's finances. Director Omsted suggested that more funds should be transferred to LA/F. . . . 623 ENCINA Director Omsted reported on Enclna regarding the sludge program and Enclna activities. RESOLUTION 88-2 - EASEMENT AND QUIT CLAIM DEED INVOLVING ENCINITAS YMCA Mr. Kubota exp I a I ned that the D I str I ct was g I v I ng up an eas-ement and gaining a new one so that the YMCA can expand Its present building. Directors Omsted and Gaines moved and seconded that the resolution be adopted. In response to rol I call, all five directors voted "aye". MANAGER'S REPORT Manager Schneider discussed the history of sewer service charges enacted by the District In 1972 and to the present. Manager Scmnelder said that Regulation Number 8 relating to sewer service charges gives the manager discretion In setting some rates. He also reported tha~ in sixteen years of charges, not one complaint has been lodged with the District. '\ There was a lengthy discussion, and Director Gaines advised the Board that sewer service charges are not an exact science and the Bbard should be comfortable with the present rates. Manager Schneider stated that Mr. Kimball has drawn up a waiver for people to work on District property. The tentative date for the first clean-up of District property Is March 5. NEW BUSINESS Director Gaines Is going to a seminar for Directors In Santa Barbara. Her expenses are to be shared by all the Districts of the City. . . .
