REGULAR BOARD MEETING
NOVEMBER 18, 1987
CALL TO ORDER
President Shea called to order the regular board meeting of the Enclnltas
'-
Sanitary District November 18, 1987 at 4:02 P.M. at the City Hall Council
Chamber, Enclnltas.

APPROVAL OF MINUTES

Directors Omsted and Gaines moved and seconded that the minutes of the
October 21, 1987 Board meeting be approved.
Motion carried.
APPROVAL OF WARRANTS
Directors Omsted and Gaines moved and seconded that warrants numbers 7737
through 7779 be approved for payment.
Motion carried.
TREASURER'S REPORT
Secretary-Treasurer Lund reported to the Board on the District's financial

REQUEST BY POINSETTIA PARK TO HAVE PUBLIC SEWERS INSTEAD OF PRIVATE
Just prior to today's Board meeting, It was determined that the sewers In
Poinsettia Park would be private, and that the homeowners' association will
maintain the private system.
ENCINA

Director Omsted reported that the most Interesting part of the meeting was
when testing of ocean outfall effluent and a comparison of Catalina's waters
to Enclna's was discussed.
The meeting was very short.
Manager Schneider reported on Encina expansion.
Enclnltas Sanitary
District's share of 5.56% will be adequate for present property zoning.
ANNEXATION FEES
A new schedule of annexation fees was presented to the Board.
Manager
Schneider requested that the schedule be approved.
It will become Regulation
#9 of the Encinltas Sanitary District.
Directors Gaines and Steel moved and
seconded that the new schedule be approved.
All Directors present voted in

favor.
Motion carried.
DAVE WIGGINTON - CITY PARKS DIVISION
Mr. Wigginton request€d that the Board waive sew€r service charges for the
small park at Swami's.
The park was being charged at a rate of $1.20 per 1000
gallons of water being used at the park.
Manager Schneider had Informed the
Park Division that they should Install a separate meter for the water being
used In the publ ic restrooms.
He also Informed the Board that the rate has
been lowered to 88 cents per thousand.
The Board then suggested that another
water meter be installed.
The District will consider adjusting prior water
bills.

Director Steel asked if Enclnitas Sanitary District monies could be used
for parks, which would be the case If sewer service charges were to be waived.
The answer was "no".
Director Steel would like to know who pays the $1.20 and
88-cent rates.
VISTA LEASE
Mr. Kubota was out of town, and the final draft was not satisfactory to
the Manager.
'......
Mr. Kubota will bring a revised lease to the next Board meeting.
WATER RECLAMATION COMMITTEE
Director Omsted reported on the County Water Authority rega~dlng a Water,
Reclamation Committee.
Director Omsted volunteered If no one else wants to
serve on the committee.
The meetings are the second Wednesday of each month.
Director Shea moved that Director Omsted serve on the Water RecLamation
Committee, Director Gaines seconded.
Motion carried.
OLD BUSINESS
Mr. Kimball reported again on the absorbing of the Encinltas Sanitary
District by the City.
Present laws preclude such a takeover because some of

the Encinltas Sanitary District boundaries (Ecke Ranch) are outside of the
City boundaries.
ADJOURNMENT
The meeting adjourned at 4:41 P.M.
