CALL TO ORDER
President Shea called to order the regular board meeting of the Enclnitas

Sanitary District August 26, 1987 at 4:09 P.M. at the offices of the San
Dlegulto Water District, Enclnltas.

APPROVAL OF MINUTES
Directors Omsted and Gaines moved and seconded that the minutes of the

July 22, 1987 Board meeting be approved.
Motion carried.
APPROVAL OF WARRANTS
Directors Omsted and Gaines moved and seconded that warrants numbers 7620
through 7655 be approved for payment.
Motion carried.
ENCINA
Manager Schneider showed the Agenda for Encina to the ¡Board.
It is
approximately one inch deep.
Director Omsted reported that there are problems
regarding the ownership differences of outfall, plant and Oceanside's use of
the outfall.
Mr. Kubota wrote a letter regarding the Encina expansion.
Director Omsted also reported on the legal entity of Encina.
Mr. Kubota
reported on population figures as to flow requirements.

District wants its 5.56 portion of Phase 4 expansion.
North County sewage
management is meeting regarding sludge disposal.
Chino Farms has Inquired as
to use of Enclna sludge.
Director Omsted moved, Director Gaines seconded, that a letter be sent to
the Board of Supervisors regarding sludge disposal.
The staff will prepare
the letter for President Shea's signature.

The Enclna manager's salary will go to $67,500.
The City of Vista would I ike to lease 1,000,000 gallons of outfall
capacity.
Manager Schneider will have a study of the request, and report at
the September meeting.
TREASURER'S REPORT
Secretary-Treasurer Lund reported to the Board on the District's financial
position and distributed the year end financial statements.
MANAGER'S REPORT
Flow is 887,000 gallons per day.

NEW BUSINESS
Director Steel reported that the Encinitas Sanitary District meeting in
October will be held the third Wednesday of October at the City Hall.
